Existing Access Controls <br />Access is controlled in the corridor through Anoka County's Driveway Policy Plan. The Anoka <br />County Driveway Policy Plan states that there should be a spacing of one half to one mile <br />spacing of streets intersecting A -Minor Arterial Routes depending on the development density of <br />the plat. Generally, one access per parcel will be allowed to property abutting an A -Minor <br />Arterial where no other access to public roadways is feasible. In addition, access points are <br />reviewed to ensure that the location meets proper sight distance requirements. Also, Anoka <br />County requires that proposed subdivisions grant additional right-of-way to the County so that a <br />minimum of 120 feet of right-of-way exists on all A -Minor Arterials. For a complete listing of <br />Anoka County access policies and guidelines, please refer to the Anoka County Driveway Policy <br />Plan. <br />Design Characteristics <br />County Road 116 is currently a two-lane facility between CSAH 83 (Armstrong Boulevard) and <br />TH 47, and a four -lane facility from the TH 47 intersection to CSAH 7 (7th Avenue). The area <br />is relatively flat and there are no steep grades that affect the speeds or vehicle operations; <br />however, there are a few advisory speed zones in areas with tight curves. <br />Right-of-way along the corridor varies considerably. A minimum right-of-way width of 120 feet <br />is considered adequate for the function of this roadway (assumes that County Road 116 is widened <br />to four lanes —Anoka County Transportation Plan). The 120 feet allows the typical roadway section <br />of two through lanes in each direction, a center median (reduced where left -turn lanes are needed), <br />outside shoulders, boulevard area and trails.
