Access Principles <br />1. County Road 116 serves an important transportation function in the region and access <br />management is a tool that will help address mobility and safety needs along the corridor. <br />2. The corridor plan for County Road 116 needs to support the recommendations from the <br />TH 10 IRC Study. Implementing those recommendations means that County Road 116 <br />needs to serve a larger function in the transportation network than at the present time. <br />Access and mobility along County Road 116 are key to its ability to serve a higher <br />function. <br />3. The future vision for the corridor and the access management plan should consider the <br />needs of all users and stakeholders including residents, businesses, the Cities and the <br />County. <br />4. Implementation of access management strategies should be primarily opportunity -based, <br />with the goal of maintaining the operational integrity and safety of the corridor. In some <br />areas, it is acknowledged that achieving the access concept will be extremely difficult due <br />to existing access, physical constraints and costs. <br />Access Policies <br />1. Public Street Full Access Points <br />Signalized access to the corridor should be managed so that corridor mobility is maintained <br />and that safety is provided when accessing or crossing the corridor. <br />Policy: Full access intersections should he promoted first at the function of minor arterial <br />routes, then at collector and local routes. The minimum spacing between these access <br />points should he one-half mile (Figure 18). Current and f uture intersection points meeting <br />this criterion have been identified in the corridor (Figure 19). Local communities should <br />plan facilities to filly utilise these fill -access points. <br />2. Intermediate Public Access Points <br />Other access points along the corridor should be minimized to reduce the number of <br />conflicts in the corridor. <br />Policy: Intermediate access points may he permitted at a minimum spacing of 880 feet <br />(one -sixth of a mile). These access points will not he signalLecl and will he restricted to <br />right-in/right-out unless left-in/right-in/right-out can he safely accommodated and can <br />provide better operations at key intersections. These access points should he part of a <br />parallel system offrontage or package roads that can provide access to other adjacent <br />signalised intersections whenever possible. <br />SRF Consulting Group, Inc. - 40 - February 2004 <br />
