Traffic Characteristics <br />As part of defining traffic patterns and characteristics in the study area, two initiatives were <br />undertaken. First, historical data on traffic volumes, growth of those volumes over time, as well <br />as data on the types and speeds of vehicles using the facility was collected and analyzed. <br />Second, a traffic analysis was done to determine the current level of service at key intersections. <br />These two initiatives provided insight on how CR 116 currently functions. <br />Traffic Volumes <br />Historic traffic volumes in the study area show a significant amount of growth between 1996 and <br />2000 (Table 1). According to Mn/DOT traffic flow maps, most of County Road 116 experienced <br />over a 50 percent increase in traffic during that time period. This breaks down to over a 7 to <br />11 percent -per -year growth rate. Typical growth rates are in a range of 2 percent to 5 percent per <br />year. The data was collected using traffic tube counters in order to <br />obtain data for a full 24 hours. The data was analyzed to determine daily and peak -hour <br />volumes.
