CASE #1 <br /> <br />CONSIDER T.H. #47 PEDESTRIAN UNDERPASS DESIGN <br /> By Steven J Jankowski, City Engineer <br /> <br />Background: <br /> <br />Similar to other areas within the City, the corridor along TH #47 is undergoing <br />development. Marigold Ponds will be required to install a pedestrian trail along the east <br />side of the highway adjacent to this development. The unique topography along the <br />northern portion of this development presents an opportunity for a pedestrian underpass <br />beneath the roadway of TH 47. There also exists a window of opportunity to install this <br />improvement during a period of time this summer when this segment of the highway will <br />be closed to traffic to facilitate the removal of the "hump" south of 167th Avenue. There <br />can be significant reduction in cost if this project can be coordinated to eliminate traffic <br />control or detour expenses. <br /> <br />Attached to this case is a location map for the pedestrian underpass and a more detailed <br />conceptual sketch of its alignment. It is anticipated that it would consist of a ten foot high <br />and ten foot wide box culvert sufficient to accommodate bicycles as well as pedestrians. <br />Thc underpass would be illuminated and would require retaining or headwall on both <br />ends. Staff estimates the approximate cost of this project in the neighborhood of <br />$350,000. It is anticipated that funding for this project would come from the Park Fund. <br /> <br />A proposal has been requested from Hakanson Anderson for the design work associated <br />with the preparation of plans and permits associated with this work. This proposal will be <br />available at the meeting. Scheduling for this project is critical if construction is to <br />coincide with the closing of the highway to facilitate this summer's project. A schedule <br />will also accompany the proposal as well as a more detailed cost estimate. <br /> <br />Recommendation: <br /> <br />Staff recommends that if this project is to be undertaken to coincide with this summer's <br />highway project, it will be necessary to authorize the preparation of plans and <br />specifications at the earliest opportunity. <br /> <br />Council Action: <br /> <br />Motion to direct preparation of plans and specifications contingent upon acceptance of <br />thc engineering proposal. <br /> <br />Reviewed By: <br /> <br />City Engineer <br />Principal City Engineer <br />Director of Public Works <br />I~arks/Utilities Supervisor <br />Finance Officer <br /> <br />Special CC: 06/21/05 <br /> <br /> <br />
