The City needs to keep things safe for the <br />people that are already there. <br /> <br />Mr. Smith stated that speeding on 156th Lane is already bad and it will only get worse with the <br />new development. <br /> <br />Mr. Nelson noted that Ute Street is the only street that is truly a cul-de-sac and is not barricaded. <br /> <br />Mr. Barrett stated that his children do use the park along 155th Lane and it is in need of repair and <br />he hopes that does happen. At a previous meeting it was discussed that property owners in the <br />north were offered to buy a buffer zone and the other residents were not there previously to <br />discuss the issue so why are they here know. He personally does not have the funds to purchase <br />a buffer zone and he has done what he can to make a peaceful living for his family. The original <br />coalition was about certain development and he did not have the money to be part of that <br />coalition, but he does not think that negates their concerns. The property owners to the north <br />have a different focus than the other areas because most are retired and don't have children. <br /> <br />Pat Corkle, SRF Consultants, reviewed the traffic analysis which included the location of the <br />development and the existing conditions of the streets which are all currently operating at <br />acceptable levels of service. <br /> <br />Councilmember Zimmerman inquired as to what the threshold was for a road before a road needs <br />to be improved. <br /> <br />Mr. Corkle replied that on a residential road they would not want to see more than 1,000 trips per <br />day. <br /> <br />Mr. Manuel inquired as to when was the traffic study was completed. <br /> <br />City Engineer Olson replied June 2001. <br /> <br />Mr. Manuel replied that the larger traffic period is the nine months that children are in school. <br />He felt that the traffic study would be significantly different if it were done during the school <br />year. <br /> <br />City Engineer Olson noted that there is a traffic monthly factor that is used when completing the <br />studies. <br /> <br />Mr. Corkle reviewed the estimated traffic counts from the new development noting that ail <br />intersections will operate at an acceptable level. <br /> <br />Mr. Barrett requested comment on the impact of closing off 155t~ Lane. <br /> <br />.City Council/September 11, 2001 <br /> Page 7 of 23 <br /> <br /> <br />
