Canvassing Board 4. 1. <br />Meeting Date: 02/16/2021 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />Title: <br />Declare the Results of the February 9, 2021 Ward 1 - Special General Election <br />Purpose/Background: <br />The purpose of this case is to accept and declare the results of the February 9, 2021 Ward 1 - Special General <br />Election. <br />There were two candidates on the ballot: Jane Covart and Ryan Heineman. Ryan Heineman won the seat with a <br />total of 196 votes. Jane Covart received 114 votes. This election is to fill the Ward 1 partial term ending January 2, <br />2023. <br />As background, Councilmember Nadine Heinrich, who represented the City in Ward 1, resigned from the Council, <br />effective July 14, 2020. As a result of the vacancy in the Ward 1 office, and because more than 365 days remain in <br />the term of the vacated office, pursuant to City Charter requirement, the City Council directed that a special <br />election be held in Ward 1. The term of this office runs through January 2, 2023. <br />As per State Statutes, the City Council must serve as a Canvassing Board to accept and declare the results of a local <br />election. The Special General Election was held on Tuesday, February 9, 2021 at the City's Ward 1, precincts 1 and <br />2, polling places were open for voting from 7:00 a.m. to 8:00 p.m. Residents also had the opportunity to vote <br />absentee if they chose, either at Ramsey City Hall, at Anoka County Elections Department, or by mail. The voter <br />turnout for the Special General Election, including absentee votes, was 7.47 percent. <br />Attached are the following documents: <br />• Abstract <br />• Voting statistics spreadsheet <br />• Vote totals report, with breakdown of polling place and absentee votes <br />• Write-in summary statements for absentee ballots <br />Funding Source: <br />Not applicable. <br />Recommendation: <br />Staff recommends accepting and declaring the results of the Ward 1 - 2021 Special General Election. <br />Action: <br />Motion to accept and declare the results of the Ward 1 - 2021 Special General Election. <br />Attachments <br />Abstract of Votes Cast <br />Summary <br />Precinct Statistics <br />
