Riverstone SouthEAWDraft December 2020 <br />3.Periodic street cleaning and installation of a rock construction entrance to reduce tracking of <br />dirt onto public streets. <br />4.Stabilization of exposed soilswithin the time limits specified in the General NPDES permit. <br />5.Energy dissipation, such as riprap, installed at storm seweroutfalls. <br />6.Use of cover crops, native seed mixes, sod, and landscaping to stabilize exposed surface <br />soils after final grading. <br />Erosion control plans will be reviewed and accepted by the City of Ramseyand the LRRWMOprior <br />to project construction. Potential adverse effects from construction-related sedimentand erosion on <br />water quality will be minimized by implementation of the above BMPs during and after construction. <br />iii.Water Appropriation.Describe if the project proposes to appropriate surface or groundwater <br />(including dewatering). Describe the source, quantity, duration, use and purpose of the water use <br />and if a DNR water appropriation permit is required. Describe any well abandonment. If connecting <br />to an existing municipal water supply, identify the wells to be used as a water source and any effects <br />on, or required expansion of, municipal water infrastructure. Discuss environmental effects from <br />water appropriation, including an assessmentof the water resources availablefor appropriation. <br />Identify any measures to avoid, minimize, or mitigate environmental effects from the water <br />appropriation. <br />Surface/Groundwater Appropriations and Dewatering <br />Project construction may require temporary dewatering and groundwater appropriation to facilitate <br />installation of sanitary sewerand excavation toconstruct the 3.5-acre deep pond. The project will <br />not involve installation of new water wells.Project construction will require a MN DNR water <br />appropriation permit if dewatering required for installation of utilities exceeds 10,000 gallons/day or <br />1milliongallons/year. If construction dewatering does not exceed a total of 50 million gallons and <br />one year in duration, the project proponent will be eligible for coverage under the amended MN <br />DNR General Permit 1997-0005 for temporary water appropriations.The extent and duration of <br />temporary construction dewatering needed is currently unknown. Construction dewatering may be <br />unnecessary.Groundwater appropriated for construction dewatering will be discharged to temporary <br />sediment basins within the project area. It is not anticipated that construction dewatering will be <br />extensive or continue long enough to affect nearby domesticwaterwells. <br />Well Abandonment <br />The project area does not include any existing registered wellsaccording to the Minnesota Well <br />Index(Table 5, Appendix C).However, one unregistered well was found in the southeastern corner <br />of the site during the land survey for the property. The project proponent is determiningwhether this <br />well has been abandoned, and will ensure the well is abandoned in compliance with MDH <br />requirements prior to project construction as noted under Item 11.a.ii. <br />Connection to a Public Water Supply <br />The project will be connected to the City of Ramseymunicipal water supply. The City of Ramsey <br />draws its public water supply from the Tunnel City-Wonewoc aquifer. TheCity currently maintains <br />eightmunicipal wells that are all located at leastone mile east of the project area.Theseexisting <br />16 <br /> <br />
