Riverstone SouthEAWDraft December 2020 <br />17.Noise <br />Describe sources, characteristics, duration, quantities, and intensityof noise generated during project <br />construction and operation. Discuss the effect of noise in the vicinity of the project including 1) existing noise <br />levels/sources in the area, 2) nearby sensitive receptors, 3) conformance to state noise standards, and 4) <br />quality of life. Identify measures that will be taken to minimize or mitigate the effects of noise. <br />It is anticipated that local noise levels will temporarily increase during project construction, butnoise <br />levels are expected to be at or near existing levels after construction is complete. Noise levels on and <br />adjacent to the project area will vary considerably during construction, depending on the amount of <br />construction that occurs simultaneously, the time of operation, and the distance between construction <br />equipment and receptors. <br />Noise receptors near the project area include the single-family homesalong Bowers Drive, west and <br />south of the site. Residences near the project site will experience elevated noise levels at various <br />times during construction compared to existing noise levels. Grading and excavation will require <br />heavy equipment, such as scrapers, bulldozers, and other excavating equipment. <br />The project is expected to minimize disturbances caused by construction noise and conform to <br />Minnesota noise rules and standards. These rules require noise to stay within specified levels <br />depending onthe land use and the time of day or night. <br />Noise generated by construction equipment and building construction will be limited primarily to <br />daylight hours when noise levels are commonly higher than at night. Contractors will be required to <br />minimize noise impacts by maintaining equipment properly, including the use of mufflers and other <br />noise controls as specified by manufacturers. <br />18.Transportation <br />a.Describe traffic-related aspects of project construction and operation. Include: 1) existing and proposed <br />additional parking spaces, 2) estimated total average daily traffic generated, 3) estimated maximumpeak <br />hour traffic generated and time of occurrence, 4) indicate source of trip generation rates used in the <br />estimates, and 5) availability of transit and/or other alternative transportation modes. <br />SpackSolutionscompleted a Traffic Impact Study to estimate the trips generated by the proposed <br />residential development and evaluate the potential need for transportation or roadway improvements. <br />The complete Traffic ImpactStudy is included in Appendix G. <br />Existing and Proposed Parking Spaces <br />The project areadoes not include any parking stalls under existing conditions. The proposed 165 <br />detached single-family homes and 78 detached townhomeswill include off-street parking and <br />garages to accommodate parking for the residential units. <br />28 <br /> <br />
