INTROD UCTIO[N

A petition dated July 7, 2004 signed by all three of the residents located on the St. Francis
Boulevard fi'ontage road so o1' 160th Lane was received at the July 20, 2004 meeting of
the Public Works Committee. This petition which is included as Appendix A of this
report requested improvement of the existing dirt roadway and consideration of financial
assistance from the City in making improvements. The Public Works. Committee and the
City Council responded by providing direction to staff relative to this issue at their July
20, 2004 and August 10, 2004 meetings, respectively. The minutes of these meetings
addressing this issue is contained in Appendix B of this report.

This report is intended to comply with the City Council direction and will identify the
current conditions and along with the proposed improvements and the associated costs.
Finally this report will outline the proposed method of financing for each element of the
improvements.

This report was revised at the direction of the Public Works Committee subsequent to the
meeting held on May 17, 2005. At this meeting staff was directed to revise this report to
modi fy the total pavement width, and also to provide a breakdown of cost for the trail, the
roadway and the terminal cul de sac. The City Council may wish to consider participating
in the cost of the cul de sac when the public hearing on this project is continued on June
28, 2005.

EXISTING CONDITIONS

The existing street consists of a graded native sand base roadway with rural roadside
ditches on both sides. The roadway' is approximate 21 feet wide for a length 700 feet
south of' 160th Lane. This segment is terminated with an egg shaped cul de sac which is
approximately 80 feet long and 60 feet wide. This existing roadway does not appear to be
centered within the 45 foot right of way that is dedicated for'this service road on the plat
of the Hall Anderson subdivision. Instead it appears that the east edge of the roadway is
located on the east right of way. The northerly two residences fronting on this road are set
back 30 feet from the west right of way line, while the southerly residence is set back 40
feet. Three residences are serviced by this road. The north and south properties have a
single driveway access, while the middle parcel has two driveways, one for the residence
and a second for a detached out building.

PRO POS E D IMPROVEMENTS

This project proposes to grade the roadway to a width of 28 feet with the additional 6 feet
of width extending westward from the existing alignment. This would result in the
existing residences being located between 50 to 60 feet fi.om the edge of the paved
roadway. The pavement section shall consist of 4 inches of class 5; two inches of
bituminous base course and 1.5 inches of bituminous wear course. The easternmost eight
