-170- Motion by Councilmember Cook, second by Councilmember Zimmerman, to authorize staff to hold negotiations with the residents to pave the frontage road paralleling TH 47 south of 160th Lane at a 32 foot width, with an 8 foot trail to be striped, and to include a cul-de-sac, and to allow negotiations up to 50 percent of the cost of the project, with additional funding to come from the Park Trail Fund to pay for the 8 foot ~trail port~on offthe top of the project cost. . Further Discussion: Mayor Gamec noted this cul-de-sac may be extended in the future. They may only need a temporary cul-de-sac with a road and blockade and turn around,'- Councilmember Kurak asked for clarification as to how trail funds will be used in the project. Councilmember Cook explained trail funds would be used to pay for the eight foot width of the trail. The remainder of the cost would be split 50/50. This would take approximately 30 percent off the entire cost. Assistant Public Works Director Olson indicated a feasibility study will be. prepared and brought back to ~the soonest Council meeting after 'the feasibility study is completed. He noted bringing the case directly to the CounCil, rather than bringing it back to the Public Works Committee-first, will speed up the process. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook,.Zimmerman, Elvig, Kurak, and Strommen. Voting No: None. Absent: CouncilmembepPearson. 2) Public Works Campus Layout and Tour Councilmember-Zimmerman reported the Public Works .Committee was given a tour of the Public Works Campus. Some of the equipment is getting aged and some of the building is in need of repair. The Committee discussed the growing needs of Public Works and the possibility of a portable temporary classroom facility. They also discussed the future of this area and the possibility of expanding this Out to Limonite Street to the west. It was noted that with the Town Center they would be needing more area with this campus. Councilmember Elvig stated the Public Works Department has a significant need, as the department is basically Worldng out of a tin shed with make shift offices. There are a certain amount of improvements that will be required when.they look at the size of the City and wtiere they are going. Also, it seems natural that the City would get fairly aggressive about acquiring the last chunk of land available that is connected with this property. Councilmember Zimmerman asked if the land' at the northwest comer of the facility out to Limonite Street is part of the land the City is negotiating for. City Administrator Norman replied it ik not currently, but the land is in the City's plan for negotiations. The City has been in contact regarding this, but they are not in active negotiation. Councilmember Elvig stated the sooner this land could be acquired it would be better with the growth of Town Center. The property will not get any less expensive as they go along. Councilmember Cook noted they may want to .look in this area for land for a water plant at sOme point.
