REQUEST FOR COMPREHENSIVE PLAN AMENDMENT <br />FOR THE PROPOSED PLAT OF MARIGOLD POND; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br /> By: Amy Geisler, AICP, Associate Planner <br /> <br />CASE # 4 <br /> <br />Background: <br /> <br />Oakwo~d Land Development has submitted an application for an amendment to the 2001 <br />Comprehensive Plan. The request is to change the land use designation from Rural Developing to <br />Low Density Residential on the property on the east side of Highway 47,.north of the Boy Scout <br />Camp. The amendment to the Comprehensive Plan, along with a subdivision request, would <br />allow the applicant to develop the property with single-family homes served by sanitary sewer <br />and municipal water. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Preliminary Plat <br />c) Draft Planning Commission meeting minutes dated June 2, 2005 <br />d) Proposed Resolution approving the request and authorizing submittal'to Metropolitan <br /> Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet of the subject property of <br />the request and public hearing date. Staff attempted to notify property owners within 700 feet of <br />the subject property. <br /> <br />Observations: <br /> <br />Oakwood Land Development is proposing to extend sanitary sewer and municipal water to the <br />subject property, located in the R~I Residential - Rural Developing District. The preliminary plat <br />is proposing to develop the property with single family homes at urban densities. The 2001 <br />Comprehensive Plan designates the subject property as Rural Developing. Development of <br />Marigold Pond with urban services requires a Comprehensive Plan Amendment to change the <br />subject property's land use designation from Rural Developing to Low Density Residential. <br /> <br />On April 26, 2005, the City Council adopted an Interim Policy for proposed land use changes <br />that are requested prior to the completion of the Comprehensive Plan update later this year. The <br />interim policy reads as follows, with Staff comments in italics: <br /> <br />1. The proposed land use considers traffic levels and patterns. <br /> a. Traffic impacts of the proposal should be assessed for adjacent streets ~nd affected <br /> collector streets. Impacts resulting in a safety hazard, increase in fire or police response <br /> time, or substantial increase in traffic congestion should be mitigated. : <br /> b. Potential future travel corridors sh~)'uld be identified and preserved where feasible. <br /> <br /> <br />
