CASE #: 5 <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF MARIGOLD POND; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br /> By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />Oakwood Land Development has applied for preliminary plat review to develop 92 urban single <br />family residential lots on the property generally located on Highway 47 at 160th Lane NW. The <br />fbllowing items are enclosed for your information: <br /> <br />a) Site location map <br />b) l~reliminary plat <br />¢) Grading plan <br />d) Landscaping/Tree preservation plan <br />e) Draft Planning Commission meeting minutes dated June 2, 2005 <br />F) Letter from MnDOT <br />g) City Staff review letter dated May 27, 2005, revised June 25, 2005 <br />h) Preliminary plat resolution for approval <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet of the subject property of' <br />the request and public hearing date. Staff attempted to notify property owners within 700 feet of <br />thc subject property. <br /> <br />Observations: <br /> <br />Oakwood Land Development is proposing to create 92 urban single-family lots on 58 acres on <br />Highway 47 at 160th Lane NW. The property is currently located in the R-1 Rural Developing <br />district, with a minimum density of 1 lot per 2.5 acres. Development of the property with <br />municipal sewer and water will require a Comprehensive Plan Amendment, which is being <br />considered along with the preliminary plat. If the property is approved for development-with <br />urban services, the net density allowed under R-1 is three units per acre. The preliminary plat <br />reflects a net density of 2.03 units per acre (not including wetlands). All of the proposed lots <br />meet urban single-family standards for lot width, size, and frontage on a public road. <br /> <br />There are substantial wetlands on the proposed plat. The applicant is voluntarily showing a 10- <br />fi~ot wetland buffer on the preliminary plat, which is not yet required by City .Code. Some <br />revisions to the grading and drainage and utilities plans are required per the City Staff Review <br />Letter. Th.e grading and drainage plan will have to be reviewed and approved by the Lower Rum <br />River Water Management Organization (LRRWMO). The preliminary plat is proposing to fill <br />0.03 acres of wetland to construct Street D; this will also be reviewed by the LRRWMO. <br /> <br />-213- <br /> <br /> <br />
