CASE # REQUEST FOR COMPREHENSIVE PLAN AMENDMENT FOR PORTIONS OF RAMSEY TOWN CENTER ADDITION; CASE OF RAMSEY TOWN CENTER, LLC By: Amy Geisler, AICP, Associate Planner Background: Ramsey Town Center LLC has submitted an application for an amendment to the 2001 Comprehensive Plan. The request is to change the land use designation for the subject property from a combination of Low- and Medium Density Residential to Mixed Use. The proposed amendment to the Comprehensive Plan will bring the subject property in line with the remainder of' the Town Center property south of Bunker Lake Blvd. The t'ollowing items are enclosed for your information: a) Site Location Map b) Composite plan - RTC 8th, 9th, and 10th Additions c) Draf`t Planning Commission meeting minutes dated June 2, 2005 d) Proposed Resolution approving the request and authorizing Metropolitan Council submittaI to the Notification: State law requires that the City notify property owners within 350' feet of the subject property of the request and'public hearing date. Staff attempted to notify property owners within 700 feet Of the subject property. Observations: A Comprehensive Plan Amendment request was considered and denied for the Subject Property by the City Council in 2002. The primary reason for the denial was the lack of a concept plan for the property. Since that time, a concept plan for the entire Town Center site has been approved by the City Council. The Town Center' Zoning District was adopted by the City CoUncil in 2003, which included the Subject Property. The request also meets the criteria established in the Interim Policy fbr Land Use Changes adopted by the City Council on April 26, 2005. This request is largely a housekeeping item required to bring the subject property in line with the remainder of the Town Center site in terms of land use designation. 7 -237-
