CASE #: ~ <br /> <br /> REQUEST FOR PRELIMINARY PLAT AND PRELIMINARY' SITE PLAN APPROVAL OF <br /> RAMSEY TOWN CENTER 8TM ADDITION; <br /> CASE OF RAMSEY TOWN CENTER LLC <br /> By: Amy Geisler, AICP, Associate Planner <br />Background: <br /> <br />Ramsey Town Center, LLC has submitted a preliminary plat and preliminary site plan to develop 23 small-lot <br />single-t'amily homes on approximately 8.13 acres in Ramsey Town Center Addition. The proposed development <br />is located north of Bunker Lake Blvd and west of the extension of Town Center Drive. <br /> <br />The l'ollowing items are enclosed for your review: <br /> <br />b) <br /> <br /> ri) <br />e) <br /> <br />h) <br />i) <br />J) <br /> <br />Site location map <br />Composite Plan of RTC 8th, 9th, and 10th Additions <br />Preliminary Site Plan <br />Preliminary Plat <br />Grading Plan <br />Landscaping Plan <br />Representative Architectural Elevations of Potential Units <br />Draft Planning Commission meeting minutes dated June 2, 2005 <br />City Staff Review Letter dated May 27, 2005~ revised June 24, 2005 <br />Preliminary plat resolution for approval <br /> <br />Notification: <br /> <br />[n accordance with City Code, residents within 700 feet were notified of the subject property were notified of <br />thc preliminary plat public hearing. <br /> <br />Obse~wations: <br /> <br />The subject property is ~urrently zoned Town Center-4a Neighborhood District (TC-4a). This district allows for <br />a mix of residential uses at a net density up to 10 units per acre. As submitted, the preliminary plat for the 8~ <br />Addition has a net density of 8.48 units per acre (this calculation includes the 46 townhome units proposed <br />around the perimeter of the single-family lots being platted). The overall site (including the 8th, 9~, and 10~ <br />Additions) Ires a net density of 4.75 units per acre (not including the park or outlot). A Comprehensive Plan <br />Amendment to change the land use designation on this property from Low- and Medium-Density Residential is <br />being considered along with the preliminary plat. <br /> <br />The development is proposing small-lot single family homes. The Applicant has submitted architectural <br />elevations representative of what will be built in Ramsey Town Center 8th Addition. As the single family units <br />will have a wide variety of styles, it is not possible to review architectural elevations of every unit as part of the <br />site plan. Each single-family unit will receive Staff review and approval before release of the building permit. <br />[t should be noted that the Town Center Development Guidelines establish a brick enhancement threshold of <br />35% o ~' thc non-glazed area of the front facing wall, unless the building design is enhanced through other means <br />such as covered porch areas, broken roof lines, arti6ulated fagade and material or color changes. The <br />minimum/maximum bnilding height in this district is 2-4 stories. Each single family unit will need to adhere to <br />the Town Center 1)evelopment Guidelines. <br /> <br />Thc City Council is considering adoption of some revisions to the Town Center Zoning District that would <br />change the maximum front yard setback to 25 feet and the minimum driveway length to 20 feet. <br /> <br />-245- <br /> <br /> <br />
