He indicated golf carts are <br />a totally different classification under a separate state statute that can be looked at. <br /> <br />The consensus of the Council was to direct staff to bring the proposed ordinance back to the <br />Council for introduction, and to invite the group that has been involved in this process. <br /> <br />3) Municipal Center Bids <br /> <br />Assistant City Administrator Nelson stated there were three bid openings for the Municipal <br />Center yesterday for the Security Contract, the Cable Casting Contract, and the Technology <br />Contract. Additional time is needed for the Technology Contract bid, and this will be brought <br />back sometime in mid-June. The recommendation at the Council meeting tonight will be to <br />award the Security Contract to Connexus Security in the amount of $75,715.07, and to award the <br />Cable Casting Contract to Dascom Systems Group, Inc. in the amount of $169,098.57. The <br />recommendation for the soil material testing is recommended to go to Northern Technologies in <br />an amount not to exceed $50,000. <br /> <br />4) Recommendation for Selection of Architect for Ramsey Town Center <br /> Community/Fitness Facility <br /> <br />City Administrator Norman reported staff has been reviewing the proposals of Ankeny Kell <br />Architects of St. Paul and D JR Architects Inc. of Minneapolis in relation to the <br />Community/Fitness Center. Staff has also received input from the Ramsey Town Center Master <br />Developer because of the relationship the future fitness center will have to the core of the <br />Ramsey Town Center. Two general areas were considered, which included design issues and <br />area planning. Staff chose to recommend D JR because of their strength in developing a center <br />that would create new membership 'recruitment and membership retention that is a sustainable <br />project for the long term. In addition, D JR has familiarity working with partnership programs, <br />and the Ramsey project will include the possibility of partnering up with a fitness center facility <br />and the possibility of a hotel for the swinm~ing pool or water park feature. This will be on the <br />agenda of the Council meeting tonight. <br /> <br />5) Trunk and Sewer Extension Cost Agreement <br /> <br />Assistant Public Works Director Olson reviewed with the Council a draft agreement for <br />reimbursement to Oakwood Land Development for the cost of trunk and sewer extension, which <br />Oakwood Land Development would contribute six million dollars towards. <br /> <br />Councilmember Strommen questioned if Oakwood Land Development would essentially not be <br />paying any hook up costs after being reimbursed the six million dollars. <br /> <br />Assistant Public Works Director Olson replied the full six million dollars would not be <br />reimbursed.
