FC CASE <br /> <br />AUTItORIZE DESIGN AND PREPARATION OF CONSTRUCTION DOCUMENTS <br />FOIl PARK SHELTER/CONCESSION STAND AT CENTRAL PARK <br /> By: Dean Kapler, Public Works Director <br /> <br />Background: <br />To date, the Ramsey Lions have donated $155,000 to the City of Ramsey to be used for the construction <br />of a replacement building in the location of the existing "Park Shelter/Concession Stand" located at <br />Central Park. The Lions have committed to cover all costs of the project other than the Engineering <br />element which will be donated to the city by the Hakanson-Anderson & Associates, Inc. The plans will be <br />available at the council meeting for review. Once the construction documents have been completed, staff <br />will proceed with a.bidding process for the project. Council will need to approve future actions with <br />regard to authorizing bidding as well as a contract for the successful bidder. <br /> <br />Thc Ramsey Lions have committed to cover the costs of the project, less the Engineering cost. Due to the <br />gambling revenue generating process used by the Lions, the City has been requested to "bridge" the <br />fimding gap between the already donated $155,000 and the complete cost which is estimated at $225,000 <br />until thc time that the Lions can pay the balance of the cost. It should be noted that the Lions <br />commitment to fund the entire project is based upon their generation of future revenues from charitable <br />gambling, therefore the funding of the entire project is not guaranteed. It should be noted that the Lions <br />have verbally committed to fund the entire project. <br /> <br />Funding: <br />Staff is rccom~nending using the Lawful Gambling Fund to cover the funding gap until such time that the <br />Lions can pay the balance of the project cost. This amount is estimated at $70,000. <br /> <br />Staff Recommendation: <br />Authorize staff to begin the process of completing design work and preparation of construction <br />documcnts for the construction of a replacement park shelter/concession stand building in the location of <br />the current park shelter/concession stand at Central Park. The costs of the project exceeding the already <br />donated $155,000 would be funded by the Lawful Gambling Fund until such time that the Lions can pay <br />the balance of the project back to the City. <br /> <br />Finance Committee Action: <br />Motion to recommend authorizing staff to proceed with the completion of design work and the <br />preparation of construction documents for the replacement of the Park Shelter/Concession Stand at <br />Central Park and to utilize the Lawful Gambling Fund for the balance of the project, in excess of the <br />$155,000 donated to date by the Ramsey Lions. <br /> <br />City Council Action: <br />Motion to authorize staff to proceed with the completion of design work and the preparation of <br />constructioa documents for the replacement of the Park Shelter/Concession Stand at Central Park and to <br />utilize the Lawfitl Gambling Fund for the balance of the project, in excess of the $155,000 donated to date <br />by the Ramsey Lions. <br /> <br />Reviewed By: <br />City Administrator <br />Finance Director <br />Public Works Director <br />FC: 06/28/2005 <br /> <br />-403- <br /> <br /> <br />
