(Barr) has reviewed the 3rd generation LRRWMO <br />Plan (2011 Plan) relative to other documents to identify potential gaps, conflicts, and/or inconsistencies. <br />Documents reviewed in addition to the 2011 Plan include: <br />• City of Ramsey Surface Water Management Plan (October 2015, revised 2018) <br />• City of Andover Third Generation Surface Water Management Plan (May 2015, revised 2018) <br />• City of Anoka Local Surface Water Management Plan (July 2015) <br />• Anoka County Community Health and Environmental Services Water Resources Report (2014) <br />• Rum River Watershed Total Maximum Daily Load (MPCA, 2017) <br />• Rum River Watershed Restoration and Protection Strategy Report (MPCA, July 2017) <br />• Board of Water and Soil Resources Level II Performance Review (PRAP) <br />• Minnesota Pollution Control Agency (MPCA) Draft 2012 MS4 Permit <br />• MPCA National Pollution Discharge Elimination System (NPDES) Construction Stormwater Permit <br />(2008) <br />The following table identifies and organizes gaps by topic. Discussion of each gap includes a summary of <br />how it is addressed in the 2011 LRRWMO Plan, the identified gap or inconsistency or issue, and a <br />recommended action to address the gap in the 2021 Plan. <br />This memorandum is intended as a resource for more detailed discussion with the LRRWMO Board of <br />Managers during development and review of draft Plan sections.
