At its inception, the LRRWMO included a portion of the City of Coon Rapids — this area was transferred to <br />the Coon Creek Watershed District via a 2014 revision to the JPA and legal boundary. The most current <br />JPA and legal description are included in Appendix A. <br />The LRRWMO adopted its first watershed management Plan in 1 . Second- and third -generation <br />watershed management plans were adopted in and 2011, respectively. This document, adopted by <br />the LRRWMO in 2021, is the fourth -generation LRRWMO Plan. <br />The Board of Commissioners of the LRRWMO consists of three commissioners and three alternates <br />appointed by the member cities. Each of the three member cities appoints one commissioner and one <br />alternate. Alternate commissioners are voting Board members when the primary commissioner is absent. <br />The JPA gives each member city the responsibility to determine the eligibility or qualifications of its <br />representative (commissioner) on the Board. <br />As identified in the JPA, the Board has the authority to employ persons as it deems necessary, conduct <br />studies, fund improvements, and operate and maintain improvements constructed by the Board. <br />Procedures have been established to finance capital improvement projects in such a manner that costs <br />can be equitably distributed to benefited members for projects of benefit to more than one member. <br />Where only one member community is benefited, that community will be responsible for the entire cost. <br />The powers and duties of the LRRWMO, as enacted by the Board, are listed in Section VI of the JPA and <br />include, briefly: <br />1. Have the powers and duties set in the JPA and prescribed by law as it relates to flood control, <br />water quality, groundwater recharge, water conservation, construction of facilities, and other <br />duties set forth in Minnesota Statutes 103B <br />2. Employ persons or contract with consultants as necessary to accomplish its duties and powers <br />(any such persons or consultants shall be considered LRRWMO staff) <br />3. Contract for space, materials, and supplies to carry on its activities with a member city or <br />elsewhere <br />4. Acquire necessary personal property to carry out its powers and duties <br />5. Develop an overall plan (watershed management plan) containing a capital improvement <br />program that shall meet the requirements of Minnesota Statutes 103B <br />6. Make necessary surveys or use other information and develop projects to accomplish the <br />purposes for which the LRRWMO is organized. <br />7. Enter into contracts or cooperate with governmental agencies, private/public organizations, <br />or individuals to accomplish the purposes for which the LRRWMO is organized. <br />8. Order any member city to construct, clean, repair, or otherwise alter any ditch, drain, storm <br />sewer, of watercourse in the LRRWMO as necessary to implement the Plan <br />1-3 <br />
