6115.0520 <br />MINNESOTA RULES 86 <br />surface (as defined in part 6115.0320) of $0.01 per square foot for the first 1,000 and $0.001 for <br />each square foot in excess of 1,000, payable on or before the end of the state fiscal year, June 30. <br />Subp. 4. Annual records. The commissioner shall keep annual records of inspection costs <br />which shall be provided upon request of any applicant who paid inspection fees. <br />Statutory Authority: MS s 105.535 <br />Published Electronically: October 8, 2013 <br />WATER APPROPRIATION AND USE PERMITS <br />6115.0600 POLICY. <br />The purpose of these parts is to provide for the orderly and consistent review of permit <br />applications for appropriation and use of waters of the state in order to conserve and utilize the <br />water resources of the state in the public interest. In the application of these parts, the Department <br />of Natural Resources shall be guided by the policies and requirements declared in Minnesota <br />Statutes, section 84.083, and chapters 103A, 103B, 103E to 103G, and 116D. <br />Any appropriation must be consistent with laws and rules of federal, state, and local governments. <br />Statutory Authority: MS s 103 G. 515; 103 G. 531; 105.535 <br />Published Electronically: June 11, 2008 <br />6115.0610 PURPOSE AND STATUTORY AUTHORITY. <br />These parts set forth minimum standards and criteria pertaining to the regulation, conservation, <br />and allocation of the water resources of the state, including the review, issuance, and denial of water <br />appropriation applications and the modification, suspension, or termination of existing permits. <br />Further provisions for the administration of these parts are found in Minnesota Statutes, section <br />84.083, and chapters 103A, 103B, and 103E to 103G. Permits for water appropriation for mining <br />shall be in agreement with provisions of Minnesota Statutes, section 103G.297. <br />Statutory Authority: MS s 103G. 515; 103G. 531; 105.535 <br />Published Electronically: June 11, 2008 <br />6115.0620 SCOPE. <br />Permits shall be required for, and these parts shall apply to, any appropriation of waters of the <br />state, except for the following: <br />A. Appropriation of water for domestic uses serving less than 25 persons for general <br />residential purposes. <br />B. Test pumping of a groundwater source. <br />C.
