Sec. 58-118. - Sprinkling; limitation municipal water system. <br />(a) In the case of fire or other emergencies that may be declared by the city administrator in any area <br />served by the municipal water system, all lawn hoses must be shut off and all unnecessary use of <br />water must be stopped. <br />(b) Customers shall maintain taps, faucets valves and other water facilities so that water waste is <br />eliminated. Irrigation systems shall be adjusted to avoid sprinkling of city streets and driveways. <br />(c) Odd -even sprinkling. A ban on sprinkling shall be in effect between Memorial Day and Labor Day. <br />Residents may water on odd -numbered days if their address ends in an odd number, and on even - <br />numbered days if their address ends in an even number. <br />(d) During the period from Memorial Day through Labor Day, no watering shall be permitted between <br />10:00 a.m. and 8:00 p.m. since a significant amount of water is lost due to evaporation during the hot <br />portions of the day. <br />(e) Exemptions. Newly sodded or seeded yards will be exempt from the odd -even restriction for a <br />period of two weeks. Overseeding or spot repair of existing established yards may be watered every <br />day with a hand controlled hose. No watering will be allowed between 12:00 noon and 6:00 p.m. for <br />these exemptions. Other exemptions not subject to the afternoon restriction include car washing, <br />filling of children's swimming pools, and children playing in hose operated sprinklers or water toys. <br />(f) Sanctions for violations of this section shall be as follows. All fees shall be added to and become a <br />part of the water bill for the premises serviced. <br />(1) First violation: a written notice shall be given by registered mail. <br />(2) Second violation: a fee as established by ordinance shall be imposed. <br />(3) Third violation: a fee as established by ordinance shall be imposed. <br />(4) Fourth violation: water service shall be turned off. <br />(Code 1978, § 4.40.06, subd. 10; Ord.
