Table 4-3 <br />12 <br />LRRWMO Regulation Policies <br />The LRRWMO requires the submission and implementation of <br />erosion and sediment control plans for land disturbance activities <br />of 1 acre or more in size (unless the project is for agricultural <br />purposes, as defined by the Municipal Comprehensive Land Use <br />Plans). These programs must address: <br />• Permitting and inspection of erosion controls <br />• Erosion and sediment control at individual building sites <br />• Requirements and procedures for reviewing, approving, and <br />enforcing erosion control plans <br />Developers <br />Cities <br />14 <br />The LRRWMO requires that member cities maintain floodplain <br />ordinances that are consistent with the LRRWMO Stormwater <br />Standards (see Appendix E), including minimum building elevations <br />(including basements) at least 2 feet above the 100-year floodplain <br />elevation. <br />Developers <br />Residents <br />Cities <br />15 <br />The LRRWMO requires compensatory storage for impacts to <br />floodplain storage (i.e., no net loss in floodplain storage) and <br />prohibits filling/encroachment of FEMA-delineated floodways. <br />Developers <br />Residents <br />Cities <br />16 <br />The LRRWMO allows only land uses in the LRRWMO-established or <br />FEMA-delineated floodplain that will not be damaged by <br />floodwaters and will not increase flooding. These policies address ongoing programs (e.g., monitoring), reporting and assessment, funding, <br />BMP maintenance, planning, and other activities associated with water resource management within the <br />LRRWMO.
