<br />WHEREAS <br />, the City received an Application for Preliminary Plat Approval for <br />Riverstone South Addition on December 3, 2020, which includes 242 detached single-family <br />homes; and <br /> <br />WHEREAS <br />, Minnesota Rules 4410.4300, Subp. 19.C, requires that an EAW be <br />prepared for this project as the project requires a Comprehensive Plan Amendment; and <br /> <br />WHEREAS, <br />the Planning Commission held a Public Hearing and reviewed the <br />Preliminary Plat on January 7, 2021. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Ramsey City Council hereby authorizes Staff to submit a Comprehensive Plan <br />1. <br />Amendment to the Metropolitan Council from Low Density Residential to Medium <br />Density Residential for the detached townhome (40 foot wide lots) section. <br />That the Ramsey City Council hereby establishes the following contingencies attached to <br />2. <br />future preliminary plat approval, but not including actual Preliminary Plat Approval until <br />requirements of the Mandatory EAW are satisfied: <br />Address any comments contained within the Official EAW Review Record when <br />a. <br />available <br />Plans subject to current Staff Review Comments and final approval by City Engineer <br />b. <br />Approval of a contract for the Riverdale Drive Extension along with the REVISED <br />c. <br />Cost Share Agreement (January, 2021) <br />Must also include an Assessment/Petition and Waiver Agreement to assess the <br />i. <br />Property Owner and Developer shares back to benefiting properties <br />Securing $350,000 for the acquisition of the Tree Preservation Area <br />d. <br />Architectural Approval for Detached Townhomes - Shall include all of the following <br />e. <br />minimum requirements: <br />Garage may not extend closer to the front property line than the covered front <br />i. <br />porch/stoop – garage must be even with or behind <br />Garage must be tucked under second level – second level should extend over the <br />ii. <br />entire garage <br />Front façade must have at least 3 materials (exception ‘farm house’ design) – <br />iii. <br />should not be dominated by horizontal siding <br />Stoop/front porch must be covered <br />iv. <br />Plans must include the minimum number of windows shown on the approved <br />v. <br />master plans <br />Architectural approval is limited to those models included in the review record. Any <br />f. <br />significant changes from these models shall require City Council approval. <br />Completion of a Noise Study if confirmed to be required by MnDOT <br />g. <br />Post-Preliminary Plat Approvals Required <br />h. <br />Resolution #21-015 <br />Page 2 of 3 <br /> <br />
