CC Regular Session <br />Meeting Date: 02/23/2021 <br />Submitted For: Sean Sullivan, Community Development <br />By: Sean Sullivan, Community Development <br />Information <br />6. 1. <br />Title: <br />PUBLIC HEARING: Introduce Ordinance #21-09 Amending City Code Section 26-852 Entitled Massage <br />Therapist License <br />Purpose/Background: <br />The purpose of this case is to consider Ordinance #21-09 to revise City Code, Section 26-852 Therapeutic Massage <br />Therapist license to: <br />1. Authorize designated City Officials (other than the City Clerk) to accept and process applications <br />2. Require a minimum amount of training <br />3. Require that Therapists operate out of a licensed therapeutic massage establishment in Ramsey <br />4. Require that Applicant provide insurance coverage within the City of Ramsey, Anoka County, Minnesota. <br />Many of these standards are already required in our Application Process. However, it was discovered that these <br />standards do not currently exist in City Code itself and must be updated in order to continue to require these <br />requirements. The Massage License is a collaborative process between Community Development and Police <br />Department. Staff has prepared the proposed Ordinance #21-09 Amending City Code Section 26-852 Entitled <br />Massage Therapist License for review. <br />Notification: <br />The Public Hearing notice for Ordinance #21-09 was published on February 12, 2021. The Public Hearing will <br />occur on February 23, 2021 at the regularly scheduled City Council Meeting. <br />Observations/Alternatives: <br />Upon review of area communities massage licensing requirements and discussion with City Staff and Ramsey PD, <br />a proposed Ordinance has been drafted. Underlined text indicates proposed changes to City Code Section 26-852: <br />(b) Each application for a massage therapist license must be made to the city clerk, or designated City <br />Official on such forms as the clerk, or designated City Official may make available. <br />(c)(4) A certified copy of therapeutic massage training from a U.S. accredited school indicating applicant has <br />completed a minimum of 500 hours. <br />(i.) Applicant must be affiliated with, employed by, or owns a therapeutic massage establishment licensed by <br />the City, or is exempt from such requirement. <br />(j) Applicant has current insurance coverage of $1,000,000.00 for professional liability in the practice of <br />massage. <br />Alternatives: <br />1.
