42 g. Bluff. A natural topographic feature having: <br />43 (1) A slope that rises at least 25 feet and the grade of the slope averages 18 percent or greater, <br />44 measured over a horizontal distance of 25 feet, from the toe of the slope to the top of the <br />45 slope. Where the slope begins below the ordinary high water level, the ordinary high water <br />46 level is the toe of the slope. See Figure 1; or <br />47 Figure 1. Bluff and Bluff Impact Zone <br />48 <br />49 (2) A natural escarpment or cliff with a slope that rises at least ten feet above the ordinary high <br />50 water level or toe of the slope, whichever is applicable, to the top of the slope, with a slope <br />51 of 75 degrees or greater. See Figures 1 and 2. <br />57 i. Bluffline. A line delineating the top of the bluff. More than one bluffline may be encountered <br />58 proceeding landward from the river. See Figures 1 and 2. <br />59 j. Bluff, Toe of. A line along the bottom of a bluff, requiring field verification, such that the slope above <br />60 the line exceeds 18 percent and the slope below the line is 18 percent or less, measured over a <br />61 horizontal distance of 25 feet.
