284 (2) The variance is consistent with the character and management purpose of the MRCCA <br />285 district in which it is located; <br />286 (3) The variance will not be detrimental to PCAs and PRCVs nor will it contribute to negative <br />287 incremental impacts to PCAs and PRCVs when considered in the context of past, present and <br />288 reasonable future actions; and <br />289 (4) The variance will not negatively impact (other MRCCA plan-identified resources). <br />290 4. Conditional and interim use permits. All conditional and interim uses, required under this Section, must <br />291 comply with Minnesota Statutes, section 462.3595and must consider the potential impacts on primary <br />292 conservation areas, public river corridor views, and other resources identified in the MRCCA plan. In <br />293 reviewing the application, the City of Ramsey shall: <br />294 a. Evaluate the impacts to these resources and if negative impacts are found, require conditions to <br />295 mitigate the impacts that are related to and proportional to the impacts, consistent with Section <br />296 117-148(c)5 (Conditions of approval); and <br />297 b. Make written findings that the conditional use is consistent with the purpose of this Section, as <br />298 follows. <br />299 (1) The extent, location and intensity of the conditional use will be in substantial compliance <br />300 with the MRCCA Plan; <br />301 (2) The conditional use is consistent with the character and management purpose of the MRCCA <br />302 district in which it is located; <br />303 (3) The conditional use will not be detrimental to PCAs and PRCVs nor will it contribute to <br />304 negative incremental impacts to PCAs and PRCVs when considered in the context of past, <br />305 present and reasonable future actions; and <br />306 (4) The conditional use will not negatively impact (other MRCCA plan-identified resources). <br />307 5. Conditions of Approval. The City of Ramsey shall evaluate the impacts to PCAs, PRCVs, and other <br />308 resources identified in the MRCCA Plan, and if negative impacts are found, require conditions to mitigate <br />309 the impacts that are related to and proportional to the impacts. Mitigation may include: <br />310 (1) Restoration of vegetation identified as “vegetation restoration priorities” identified in the <br />311 MRCCA plan. <br />312(2)Preservation of existing vegetation; <br />313 (3) Stormwater runoff management; <br />314 (4) Reducing impervious surface; <br />315 (5) Increasing structure setbacks; <br />316 (6) Wetland and drainageway restoration and/or preservation; and <br />317 (7) And other conservation measures. <br />318 6. Application materials. Applications for permits and discretionary actions required under this Section <br />319 must submit the following information unless the Zoning Administrator determines that the information <br />320 is not needed. <br />321 a. A detailed project description; and <br />322 b. Scaled maps and plans, dimensional renderings, maintenance agreements, and other materials <br />323 that identify and describe: <br />9 12/30/2020 <br /> <br /> <br />
