377 (1) The permit terminates on either a specific date or upon occurrence of a particular event <br />378 related to the person requiring accommodation; and <br />379 (2) Upon expiration of the permit, the ramp or other facilities must be removed. <br />380(d)MRCCA DISTRICTS <br />381 1.Purpose. The purpose of this Section is to establish districts under which building height and structure <br />382 placement are regulated to protect and enhance the Mississippi River’s resources and features <br />383 consistent with the natural and built character of each district. <br />384 2. District description and management purpose. The MRCCA within the City of Ramsey is divided into the <br />385 following MRCCA Districts: <br />386 a. Rural and Open Space (ROS). <br />387(1)Description. The ROS District is characterized by rural and low-density development patterns <br />388 and land uses, and includes land that is riparian or visible from the river, as well as large, <br />389 undeveloped tracts of high ecological and scenic value, floodplain, and undeveloped islands. <br />390 Many primary conservation areas exist in the district. <br />391 (2) Management purpose. The ROS District must be managed to sustain and restore the rural <br />392 and natural character of the corridor and to protect and enhance habitat, parks and open <br />393 space, public river corridor views, and scenic, natural, and historic areas. <br />394 b. River Neighborhood (RN). <br />395 (1) Description. The RN District is characterized by primarily residential neighborhoods that are <br />396 riparian or readily visible from the river or that abut riparian parkland. The district includes <br />397 parks and open space, limited commercial development, marinas, and related land uses. <br />398 (2) Management purpose. The RN District must be managed to maintain the character of the <br />399 river corridor within the context of existing residential and related neighborhood <br />400 development, and to protect and enhance habitat, parks and open space, public river corridor <br />401 views, and scenic, natural, and historic areas. Minimizing erosion and the flow of untreated <br />402 storm water into the river and enhancing habitat and shoreline vegetation are priorities in the <br />403 district. <br />404 c. River Towns and Crossings (RTC). <br />405 (1) Description. The RTC District is characterized by historic downtown areas and limited nodes of <br />406 intense development at specific river crossings, as well as institutional campuses that predate <br />407 designation of the MRCCA, and that include taller buildings. <br />408 (2) Management purpose. The RTC district must be managed in a manner that allows continued <br />409 growth and redevelopment in historic downtowns and more intensive redevelopment in <br />410 limited areas at river crossings to accommodate compact walkable development patterns and <br />411 connections to the river. Minimizing erosion and the flow of untreated storm water into the <br />412 river, providing public access to and public views of the river, and restoring natural vegetation <br />413 in riparian areas and tree canopy are priorities in the district. <br />414 d. Separated from River (SR). <br />415 (1) Description. The SR District is characterized by its physical and visual distance from the <br />416 Mississippi River. The district includes land separated from the river by distance, topography, <br />417 development, or a transportation corridor.
