Councihncmber Olson reported there is a 1200-acre project in Columbus, Ohio called the Easton
Town Center. That is an excellent comparison as far as climate.

Councihncmber Cook stated his concern is the impact of going to the actual places. We gained
more in [~ormation and saw first hand what multi-modal was.

Mr. Nm'man stated that it's more than just talking to the officials and added that he watched folks
on thc tour talking to shop owners and customers, etc. They shared a lot of good information.

Councilmcmber Strommen inquired what the goal would be. She thought the original one was to
get a concept on the whole. Maybe we should go to the one site that's the best comparison we
can find - maybe 10 sites to pick the best of all.

Mr. Norman stated that's why he proposed a city that has a minimum of three of these
dcvelopments more so than staying with some that have similar climates. This way we could
take in thrce or more centers in one trip.

Councilmember Cook stated that he likes the personal interactions and gets energized and
excited about that.

Councilmc~nber Pearson stated that pictures are okay but hands on is so much better and if you
talk to someone "off the street" you will find out what works well and what they would change.

Councihnember Elvig stated that his goal would be more education. We would be more
knowledgeable with developers - we will know more what to ask.

Councilmcmber Strommen stated that she is not opposed to the tours - she just feels you have to
have a specific goal or purpose.

Mayor Gamec stated he would be interested in looking at more than one site to which
Councilmembers Cook and Strommen agreed that would be a benefit.

Councilmcmber Elvig stated that Ramsey's Town Center is not 322 acres anymore. You are
looking at other properties developing in the area; that makes Ramsey's Town Center much
bigger. You need to look at transportation plus the retail.

Councilmember Cook stated it is obvious the excitement of the Town Center is going on outside
its boundaries.

Mayor Gamcc stated that he is not looking at a delegation of 40 people going on these tours.

Mr. Norman suggested maybe just having part of the Council attend.

Mayor Gamec did not agree with just a partial Council attending. He would like to see the cost
thctor and to look at two to three days of travel.

City Council Work Session - February 28, 2005
Page 5 of 9
