Human Resources Manager Reed indicated the delivery of service will need to be determined, as <br />pay equity is about comparable pay for comparable work. She explained each job classification <br />in the City is given a point and every couple of years the City has to submit information to the <br />state, which determines whether they are in compliance. Ramsey will need to report to the state <br />in 2007, and this study will actually set the City up well to be in compliance in 2007. <br /> <br />Councihnember Elvig asked what thc cost will be for the studies and if the Council Contingency <br />fund would be utilized. <br /> <br />[tuman Resources Manager Reed replied the only cost information staff has at this time are the <br />figures that were submitted to Eagan. <br /> <br />City Administrator Norman indicated there are a couple of funding options for the studies, and <br />the Council Contingency fund is one of those options. With the Council's direction staff will <br />work towards putting an RFP together for the studies. <br /> <br />Assistant City Administrator Nelson commented that the service delivery model is the largest <br />driver o~'the City's organizational structure. <br /> <br />Ituman Resources Manager Reed indicated she agrees the service delivery model is important, <br />but she thinks the City has to be the one to tighten it. <br /> <br />City Administrator Norman indicated he would suggest the delivery service model be provided <br />as an option in the study. The study may include a review of what other cities have experienced <br />with growth. <br /> <br />l'ublic Works Director Kapler indicated it will be valuable to staff to understand what the <br />Council views as acceptable in the delivery of service. <br /> <br />The consensus of the Council was to direct staff to proceed with drafting RFP's for the <br />organizational and compensation studies. <br /> <br />2) TH #10 Property Acquisition Prioritization <br /> <br />City Administrator Norman reviewed that staff has been working with The Tinklenberg Group in <br />thc purchase of properties along Highway 10 for the future highway realignment program. He <br />indicated staff and consultants would like to discuss developing a policy for prioritization of the <br />acquisitions, as there are limited resources available in the RALF program. <br /> <br />Jodi Ruchle of The Tinklenberg Group stated the Metro Council and MnDOT have all said <br />wonderful things about how proactive the City of Ramsey has been in utilizing the funds from <br />the RALF program and the number of willing sellers. She explained other communities are <br />starting to take advantage of the program, and the funds are limited.
