Staff has also received input from the Ramsey Town Center Master
Developer because of the relationship the future fitness center will have to the core of the
Ramsey Town Center. Two general areas were considered, which included design issues and
area planning. Staff chose to recommend D JR because of their strength in developing a center
that would create new membership recruitment and membership retention that is a sustainable
project tbr the long term. In addition, DJR has familiarity working with partnership programs,
and the Ramsey project will include the possibility of partnering up with a fitness center facility
and thc possibility of a hotel for the swimming pool or water park feature. This will be on the
agenda of the Council meeting tonight.

5) Trunk and Sewer Extension Cost Agreement

Assistant Public Works Director Olson reviewed with the Council a draft agreement for
reimbursement to Oakwood Land Development for the cost of trunk and sewer extension, which
Oakwood Land Development would contribute six million dollars towards.

Councilmember Strommen questioned if Oakwood Land Development would essentially not be
paying any hook up costs after being reimbursed the six million dollars.

Assistant Public Works Director Olson replied the full six million dollars would not be
reimbursed. Oakwood Land Development would still pay what would be paid if the
development were to be directly adjacent to another development.

City Council Work Session/May 24, 2005
