allowing driveways of 20 feet will allow for up to a 20% increase in units. Symphony at Town <br />Center was designed with 20 foot driveways based on the proposed ordinance. Preliminary plat <br />approval would have to be contingent on adoption of the ordinance to amend City Code <br />t'egarding driveway lengths in Town Center. <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik explained the <br />preliminary plat shows a combination of public and private streets. Ali of the private streets will <br />be 24 feet wide and meet City standards for length. A cross easement with the property to the <br />west will be required for the private street on the east property line of Block 1. She advised the <br />TC-4b District requires two off-street parking spaces for each unit. The double garages and <br />driveways provide four off-street parking spaces for each unit. There is no on-street parking <br />permitted on the 24 foot wide private streets nor on Bunker Lake Boulevard. In lieu of this, the <br />plat has been designed with an additional 62 overflow parking spaces. She stated the Park <br />Cmnmission reviewed the sketch plan on February 10, 2005. They stressed the Town Center <br />Development guideline that encourages the use of private courtyards or usable greenspace being <br />provided for the residents of the buildings. The preliminary site plan complies with the <br />development guidelines and provides green spaces for recreational and stormwater management <br />purposes on each block. She advised the grading, drainage, and utility plans have been <br />reviewed. The necessary revisions are listed in the City Staff Review Letter. The proposed <br />Landscaping Plan easily exceeds the minimum planting requirements in City Code. The Plan is <br />acceptable with some minor modifications. No tree preservation plan is required as the site is <br />void of trees. <br /> <br />Assistant Community Development Director/HRA Executive Director Frolik stated the perimeter <br />o~' all three blocks will have sidewalks or trails that are either interior to the site or a part of the <br />Town Center trail system in road right-of-ways. The site plan proposes a system of interior <br />sidewalks that provide pedestrian connections between units and also connections to the Town <br />Center trail system. All but three of the additional sidewalk connectors recommended in the City <br />Staff Review Letter have been incorporated into the Plan. In addition, the applicants are <br />proposing to install a sidewalk to provide a pedestrian link between the units that front on <br />Bunker Lake Boulevard. This has been discussed with the County Engineering Department and <br />the City l~ngineering Department. <br /> <br />Greg Voss, representative of RTC, LLC, stated RTC, LLC controls all of the property from <br />Town Center Drive to Ramsey Boulevard and has a concentric right-of-way, meaning they have <br />more land to the south of Bunker Lake Boulevard than the north of Bunker Lake Boulevard. <br />RTC, LInC and Town and Country Homes have talked to the County Engineering Department <br />and thc City Engineering Department regarding the private sidewalk being proposed. There are <br />a couple concerns; one is the use of the right-of-way now and the possible conflict in the future if <br />they run out of right-of-way. The County has suggested that even with the consumption of this <br />land that is proposed to be utilized within the right-of-way there should be adequate property <br />available to make improvements as they are currently planned. RTC, LLC is comfortable with <br />the precedent that would be set on this stretch of property that fronts Bunker Lake Boulevard on <br />the south side. <br /> <br />Krista Novak, Community Plan Manager of Town and Country Homes, stated a number of <br />different items were gone through at the Planning and Zoning meeting. The Council may have <br />the most questions regarding the proposed trail link. She presented a graphic of the proposed <br />trail. She explained Town and Country Homes is proposing to put in a five foot concrete <br />sidewalk outside of their property line.
