CC Regular Session 5.7. <br />Meeting Date: 01/26/2021 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution #21-024 Prohibiting Parking on Riverdale Drive between Feldspar Street and Sunfish Lake <br />Boulevard for Improvement Project #21-00 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #21-024 prohibiting parking of motor vehicles at all times on the <br />north side of Riverdale Drive NW between Feldspar Street NW and Sunfish Lake Boulevard to comply with <br />Municipal State Aid requirements as related to Improvement Project #21-00. <br />Background: <br />City of Ramsey Improvement Project #21-00 proposes to reconstruct approximately 2,925 lineal feet (0.55 miles) <br />of Riverdale Drive between Feldspar Street and Sunfish Lake Boulevard. <br />The overall width of Riverdale Drive is proposed to be reduced 10-feet throughout the corridor, resulting in a total <br />width of 34-feet from face -of -curb to face -of -curb. To accomplish this, two existing 6-foot wide on -street bike lanes <br />on the west end of Riverdale Drive are proposed to be removed, along with on -street parking lanes along the north <br />side. An 8-foot wide on -street parking lane will be provided along the south side of Riverdale Drive to <br />accommodate over -flow parking for adjacent properties. <br />The existing 10-foot wide off-street bituminous trail north of Riverdale Drive that terminates approximately 300 <br />feet east of Dolomite Street is proposed to be extended to Feldspar Street. This will allow pedestrians and bicyclists <br />to use the off-street trail, which will be separated from Riverdale Drive by a boulevard ranging between 6 and 8-feet <br />wide that will better accommodate snow storage and reduce drifting of snow along the corridor, compared to the <br />existing 0 to 2-foot wide boulevard. <br />Riverdale Drive is part of the City's Municipal State Aid Street (MSAS) system and is therefore subject to the <br />requirements of the Minnesota Department of Transportation's (MnDOT) State Aid Division. MnDOT's State Aid <br />Division requires that a City pass a parking prohibition resolution whenever parking is restricted along one or both <br />sides of any portion of an improved MSAS street. <br />Bolton & Menk completed final plans and specifications for the proposed improvements and must submit the plans <br />to MnDOT State Aid for review and approval prior to advertising for bids. Since the proposed improvements do <br />not provide adequate width for parking on both sides of Riverdale Drive, approval of the proposed street <br />improvements as a Municipal State Aid project must be conditioned upon a parking ban resolution. <br />Upon adopting the attached resolution, parking will be prohibited at all times on the north side of Riverdale Drive <br />NW between Feldspar Street NW and Sunfish Lake Boulevard to comply with Municipal State Aid requirements as <br />related to Improvement Proj ect #21-00. <br />Notification: <br />No notifications are required for this case. <br />Observations/Alternatives: <br />
