Additionally, the updated rules remove a number of lawful, non -conforming uses for neighborhoods that were created prior to establishment of the Overlay District by the State of Minnesota. The Bowers Drive neighborhood is an example of the updated districts better reflecting actual built -environment, thereby removing non -conformities. Many of the rules that were recently added already existed in Ramsey's ordinance. The updated rules have minimal impact to Ramsey, where other communities were more significantly impacted. There are some updated vegetation management requirements and permitting requirements, but nothing significantly different than Ramsey's existing ordinance. Attached to this case is a copy of the proposed ordinance following Ramsey City Code outline and structure. The DNR has provided a model ordinance with additional commentary to help explain requirements. To help bridge the gap between the two documents with a different numbering sequence, Staff has created a 'crosswalk' to help cross-reference the two document to better access the commentary from the DNR. Funding Source: This case is being handled as part of normal Staff duties. Recommendation: The Planning Commission recommends that the City Council adopt the ordinance. Action: Motion to introduce Ordinance #21-02 amending City Code Section 117-148 (Mississippi River Corridor Critical Area).
