Riverstone South EAW <br />Estimated Traffic Generation <br />Draft — December 2020 <br />Trip generation was estimated using the methodology outlined in the Institute of Transportation <br />Engineers (ITE) Trip Generation Manual, loth Edition. Spack Solutions used locally collected data <br />to estimate trip generation for this project as it is more representative of the specific traffic patterns <br />of the development area and presented similar trip generation results when compared to ITE. <br />As the project area is vacant under existing conditions, there are no existing trips to or from the <br />development area and the existing trip generation is zero. The residential development is expected to <br />generate a total of 1,912 estimated daily trips. A breakdown of the expected trip generation is shown <br />in Table 9. Peak hour traffic generation was estimated at 140 trips during the existing AM peak <br />hour and 186 trips during the PM peak hour under future conditions. The AM peak hour is estimated <br />to occur between 7:00 and 8:00 AM, and the PM peak hour is estimated to occur between 4:00 and <br />5:00 PM. The Traffic Impact Study included in Appendix G provides a full description and analysis <br />of the peak hour traffic and traffic recommendations. <br />Table 9. The station includes a park and ride lot and access to the Northstar <br />Commuter Rail Line. The Northstar Line offers service between Big Lake and downtown <br />Minneapolis, stopping at stations in Elk River, Ramsey, Anoka, Coon Rapids and Fridley. <br />b. Discuss the effect on traffic congestion on affected roads and describe any traffic improvements <br />necessary. The analysis must discuss the project's impact on the regional transportation system. <br />If the beak hour traffic generated exceeds 250 vehicles or the total daily tries exceeds 2.500. a traffic <br />impact study must be prepared as part of the EAW. Use the format and procedures described in the <br />Minnesota Department of Transportation's Access Management Manual, Chapter 5 (available at: <br />http: //www. dot.state. mn. us/accessmanagement/resources. html) or a similar local guidance. <br />Effects on Traffic and Roadways <br />The Traffic Impact Study concluded that the proposed project will have minimal effects on adjacent <br />public roads and that nearby intersections will continue to operate at acceptable levels, except for the <br />future Highway 10/Riverdale Drive intersection, which will be relocated and reconstructed to replace <br />the existing Highway 10/Bowers Drive intersection. <br />29 <br />
