City Engineer Olson replied that the project would not be advertised until the City receives an <br />agreement from the first cell tower user. <br /> <br />Mayor Gamec stated that he would personally favor the equipment being placed on the <br />mezzanine. <br /> <br />Councilmember Zimmerman stated that Connexus donated the land to the City and they are <br />opposed to the equipment being placed outside the tower so the City has to respect that. <br /> <br />Mr. Littlejohn replied that it is not a question of inside versus outside, but a question of placing <br />the equipment up in the air. If they could build the room inside they could build a shelf area for <br />other carrier's equipment. <br /> <br />Director of Public Works Kapler suggested that the Council say no to the equipment being <br />placed on the outside of the tower and direct Public Works to consider the idea of locating the <br />equipment on the ground floor. <br /> <br />Mr. Littlejohn requested that the Council table their request until that consideration has been <br />made. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to table <br />action. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for a Conditional Use Permit to Exceed Accessory Structure Space <br />Restrictions; Case of Charles Lind <br /> <br />Community Development Director Frolik stated that the City of Ramsey has been working with <br />Charles Lind for the past couple of years in regard to off-street parking violations on his property <br />located at 14331 Armstrong Boulevard NW. Mr. Lind currently stores three semi-tractors, <br />several vehicles, two boats, and a bobcat outdoors on the property. The existing attached garage <br />contains several collector cars that are in various states of restoration and does not provide <br />enough space to store any more vehicles or equipment indoors. In an attempt to remedy all code <br />enforcement issues on a permanent basis, the City received an application from Charles Lind for <br />a conditional use permit to exceed the total amount of accessory building space allowed on his <br />property. The subject property is zoned R1-R Single Family Rural Residential and adjacent <br />properties to the north, south, east and west are also zoned R1-R. Mr. Lind's property is also <br />located in close proximity to a B-3 Highway Business District that is currently occupied by a <br />furniture store, auto dealer, Monarch Homes and Canvas Craft. The parcel is 2.5 acres in size <br />and City Code allows a maximum of 2,064 square feet of accessory structure space. Charles <br />Lind has a 1,792 (28' x 64') square foot attached garage.
