Council may consider such issues as a time frame from which the discussion should take place, <br />parameters of the issues being discussed, and the eventual likelihood of a compromise on any or <br />all of the issues. <br /> <br />Mayor Gamec stated that it seems as if they are at a point where they are not making any <br />progress. <br /> <br />Fred Mertens, 7404 - 149th Avenue NW, Ramsey, stated that the Council earlier denied a <br />rezoning request, but if the Council adopts the proposed Comprehensive Plan, the Council will in <br />fact grant the rezoning request. <br /> <br />Councilmember Hendriksen replied that both drafts of the Comprehensive Plan identify the land <br />as being either zoned industrial or places to work. <br /> <br />Mr. Mertens stated that the proposed Comprehensive Plan proposes an area north of C.R. #116 to <br />be rezoned to medium density, which would take away an area of good tax base for the City. He <br />suggested that if the Council is not making any progress on a new Comprehensive Plan then <br />maybe the City should stay with the old Plan. <br /> <br />Councilmember Hendriksen inquired if the Mayor was in favor of ceasing discussions on the <br />Comprehensive Plan. <br /> <br />Mayor Gamec replied that in his opinion they are not achieving anything by meeting with the <br />facilitator. He stated that they start to negotiate and assume they are making progress only to <br />find out they are getting nowhere. <br /> <br />Councilmember Zimmerman stated that disagreement is nothing new in Government and he felt <br />that there has been some agreement on some of the issues. He stated that if they don't discuss <br />the differences they will never come to an agreement. Nobody can guarantee that they will come <br />to an agreement, but they should continue to work on it. <br /> <br />Mayor Gamec stated that without a Comprehensive Plan in place they cannot bring good <br />business into the City. <br /> <br />Councilmember Zimmerman replied that they can always operate under the 1995 Plan. <br /> <br />Councilmember Hendriksen stated that if the Mayor is concerned about economic development <br />then he suggested that he compromise on the area of density transitioning. He felt that the Mayor <br />is making empty promises to the citizens of Ramsey regarding density transitioning. <br /> <br />Mayor Gamec stated that it is very obvious that they are unable to resolve the issue. <br /> <br />Councilmember Hendriksen stated that the reason the Council needs to proceed meeting with a <br />facilitator is because the Mayor is unable to chair the meetings without an outburst. <br /> <br />City Council/August 28, 2001 <br /> Page 31 of 36 <br /> <br /> <br />
