but to identify an area to research the feasibility of expanding City sewer and water in the future.
Councilmember Zimmerman replied that the Met Council gave direction for the City to come up
with a plan and timetable within the next two years as to when sewer and water could be
extended. Councilmember Kurak stated that the City is paying $7,200 a year for people that
have not hooked up to City sewer and water when it was placed in front of their property and the
City is in the process of eliminating the requirement of having to hook-up to City sewer and
water on the point of sale of a home. The City would not be forcing sewer and water down any
existing streets. Mayor Gamec stated that there are only five people that can put sewer and water
down someone's street and that is not the Met Council, it is the City Council. Councilmember
Hendriksen stated that the insurance that no residents will be required to hook-up to City sewer
and water is coming from the same person who promised density transifioning at the time of
preliminary plat. Councilmember Anderson inquired as to why Councilmember Hendriksen was
requesting Len Levine be present. Councilmember Hendriksen stated that he did not think Larry
Bakken could provide the necessary insight on the mixed use areas.

Motion carried. Voting Yes: Councilmembers Hendriksen, Zimmerman, and Anderson. Voting
No: Mayor Gamec, and Councilmember Kurak.

Case #12: Report from Publi~: Works Committee

The Public Works Committee met on August 21, 2001, and discussed the following five cases:

1)

Discussion to Consider Extension of Sound Wall Along Trunk Highway #47
The Public Works Committee recommended that up to $6,000 be expended for restoring
landscape screening for the residences in the area

2)

Update on Alpine Drive Proposal/Project #99-51
The Public Works Committee recommended that the roadway remain closed until the
railing is in place. They directed that a change order be prepared to effect the necessary
changes to complete the project and requested the City Attorney input on the
responsibility of the consultant regarding underestimated and overlooked items.

3)

Consider Authorizing Construction of a Mezzanine in Water Tower No. 2 - A
Changer Order to project #99-64
The Public Works Committee recommended that the City Council enter into the contracts
with CBI, Inc.
