Kurt Ulrich
From: John Lichter <JLichter@carlsonmccain.com>
Sent: Monday, February 8, 2021 9:15 AM
To: Kurt Ulrich
Cc: bob@anokaicearena.com; dl0jwaldo@gmail.com; Rick Wesp;
davej@prestigedrywall.com
Subject: Ramsey tax on charitable gambling operations
Mr. Ulrich,
I am writing on behalf of the Anoka Area Ice Arena Association Board. The AAIAA provides recreational services to the
public in the Anoka Ramsey area. Our primary customer is the Anoka Hockey Association of which approximately 2/3rds
of the participants reside in Ramsey. The Elk River Hockey Association is also a significant customer and they have
Ramsey residents as members in their association as well. The Arena is a private non-profit organization unlike most
publicly owned and operated arenas in this area.
We are in the process of issuing bonds through the City of Anoka to replace the floors in both rinks, the refrigeration
system and certain other mechanical systems. The project will cost in excess of $4 million. We will pay the bonds back
with proceeds from our charitable gambling operation. Our annual bond payments will approximate $250,000.
We have not requested funding from the communities we serve, however, we are requesting the City of Ramsey to
suspend collecting the charitable gambling tax it currently collects from our operations. The current size of this monthly
tax represents at least one monthly payment per year of our bond payment. This tax is not collected in other
municipalities that we serve. We are willing to meet with you and the City Council to discuss this or alternatives if
desired.
We apologize for this email communication out of the blue, but thought it would be best to start with this to outline our
request. Should you have any questions please contact me. My contact information is shown below. Thank you for your
consideration.
John Lichter, Treasurer
AAIAA Board Member
John Lichter, P.E.
Senior Environmental Engineer
CARLSON Pi2CAIN
3890 PHEASANT RIDGE DRIVE NE, SUITE 100 \ BLAINE, MN 55449
TEL 763-489-7949 \CELL612-750-6685 FAX 763-489-7959
CARLSONMCCAIN.COM
This message is intended for the individual or entity named above.
