The Ramsey City <br />Municipal Center, <br />Members Present: <br />Members Absent: <br />Also Present: <br />CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />Council conducted a regular meeting on Tuesday, February 23, 2021, at the Ramsey <br />7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Acting Mayor Chris Riley <br />Councilmember Chelsee Howell <br />Councilmember Debra Musgrove <br />Councilmember Dan Specht <br />Councilmember Matt Woestehoff <br />Mayor Mark Kuzma <br />City Administrator Kurtis Ulrich (attended remotely) <br />Police Chief Jeff Katers <br />Deputy City Administrator Timothy Gladhill (attended remotely) <br />Economic Development Manager Sean Sullivan <br />Parks and Assistant Public Works Superintendent Mark Riverblood <br />Councilmember Elect Ryan Heineman <br />1. CALL TO ORDER <br />Acting Mayor Riley led the regular meeting of the Ramsey City Council to order at 7:10 p.m., followed <br />by the Pledge of Allegiance led by Acting Mayor Riley. <br />City Administrator Ulrich read a statement related to the COVID-19 pandemic and local state of <br />emergency. In declaring this Local State of Emergency, the City of Ramsey has determined that in person <br />meetings and meetings conducted under Minnesota Statutes Section 13D.02 are not practical or prudent <br />because of the declared health pandemic emergency. <br />6.01: Public Hearing: Introduce Ordinance #21-09 Amending City Code Section 26-852 Entitled <br />Massage Therapist License <br />Presentation <br />Economic Development Manager Sullivan reviewed the staff report and recommendation to introduce and <br />adopt the ordinance. <br />Councilmember Musgrove referenced the amount of insurance and asked if that a customary amount. <br />Economic Development Manager Sullivan replied that staff researched many neighboring communities <br />and found this to be a standard amount used by those communities. <br />City Council / February 23, 2021 <br />Page 1 of 2 <br />
