Potassium Street. He stated the Council would not be so quick to do what they are doing tonight <br />if the City was taking away their property. He has lived here all of his life and the Council is <br />talking about taking it all away from them. <br /> <br />Jean Hampton, 15551 Potassium Street, concurred. She stated she thinks some of the <br />Councilmembers are trying to be decent, but some of them are power happy. The Council is the <br />residents' elected officials and is supposed to represent them, and the residents are telling the <br />Council that they are not happy with what they are doing. She stated no one has contacted her at <br />all, and she had to hire an attorney just to get the City to listen. At the last Planning Commission <br />meeting she attended she was informed she could get an injunction if their trees are being tom <br />down. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to table the <br />resolution granting contingent preliminary plat approval for the plat of Rum River Estates to the <br />next City Council meeting, and to direct staff to prepare findings of fact in favor of the proposed <br />preliminary plat and site plan and findings of fact opposed to the proposed preliminary plat and <br />site plan for Rum River Estates. <br /> <br />Further discussion: City Administrator Norman advised if this project does not go through, the <br />sewer and water for Case No. 5 will need to be redetermined. Assistant Public Works Director <br />Olson indicated Case No. 5 would be able to be serviced with sewer, as the line would come <br />from the west. He explained staff had intended on making a watermain connection for a loop for <br />that subdivision through this subdivision. He indicated there is a small comer of this property <br />that provides access for the extension of Potassium Street for the last plat. Civil Engineer II <br />Linton advised if Rum River Estates does not go forward, the lift station at River Pines could not <br />be removed. One benefit of this plat going forward is that it could provide gravity sewer to River <br />Pines. He explained the gravity sewer would come offNowthen Boulevard and first serve Shade <br />Tree and then this project. Councilmember Jeffrey asked if water would also be saved through <br />that same location. Civil Engineer II Linton replied it would be serviced from the south at the <br />comer of Nowthen Boulevard and Alpine Drive. Mayor Gamec noted if this were to only go to <br />600 feet the townhomes could still be clustered to the east around the cul-de-sac, which would <br />result in 20 units instead of 24. <br /> <br />Motion can/ed. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Jeffrey, <br />Olson, and Pearson. Voting No: None. <br /> <br />Further discussion: Mayor Gamec directed staff to provide information at the next meeting <br />regarding the costs of the sewer and water connections. Assistant Public Works Director Olson <br />indicated staff's intention was that the costs would come from the tnmk fees that would be due <br />by the developer, and there would not be any cost to the City. <br /> <br />Case #8: Request to Rezone Property from R-1 Single Family Residential <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to table the request <br />to rezone property from R-1 Single Family Residential to Planned Unit Development; Case of <br />National Growth, to the next City Council meeting. <br /> <br />City Council / June 14, 2005 <br /> Page 15 of 29 <br /> <br /> <br />
