as a hedge against the uncertainty of oil price increases. Second, upon tabulation of the bids it became apparent that the amount of shouldering was incorrectly stated in the bid solicitation. The correct quantity will reflect an increase of approximately $15,000. He explained in reviewing the bid tabulation this error would not change the determination of the Iow bidder, since the low bidder submitted a high per ton unit price for this item. This would have the effect of increasing the competitive advantage of the low bidder. The low bidder, Bauerly Companies, has previously performed bituminous overlay work in the City, most recently under last year's street maintenance program. City Engineer Jankowski advised staff recommends that Council adopt the resolutions awarding Divisions A and B of the 2005 Street Maintenance Program to the respective low bidders Allied Blacktop Co. in the amount of $165,129.95, and Bauerly Companies in the amount of $281,001.65. Councilmember Cook commended the Engineering Staff on the bidding process and estimates. Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt resolutions #05- 06-173 and #05-06-174 awarding Divisions A and B of the 2005 Street Maintenance Program to the respective low bidders of Allied Blacktop Co. in the amount of $165,129.95 and Bauerly Companies in the amount of $281,001.65. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, Pearson, and Strommen. Voting No: None. Case #15: Consider Entering into an Agreement with the BNSF Railway Company to Update the Railroad Crossing at Alpine Drive City Engineer Jankowski explained the City received notice from TDKA Engineers, acting as the agent for the Burlington Northern Santa Fe Railway Company, that the Roadmaster will have a BNSF crew in the Ramsey area within the next several weeks to work on various railroad street crossings. The railroad crossing on Alpine Drive, the only City street railroad crossing in the City, is an extremely rough crossing and should be considered for being upgraded. This crossing has been a source of citizen complaints. TKDA has identified a cost to the City for replacement of this crossing with new concrete crossing panels at $32,000. This amount is one third of the actual cost of $1,200 per foot. Staff has been informed that if the City would request the railroad to perform this work at a time when work was not being scheduled within the area the cost of the crossing replacement would be the full cost of the work. City Engineer Jankowski explained the roughness of the crossing is at least in part due to the fact that there is an elevation difference of four inches between the two tracks, which are ten feet apart. In discussing the crossing replacement with the TKDA representative, staff has been told that the easterly rail would be raised such that both tracks would be at the same elevation. In addition to the concrete panels the work performed by the railroad will include replacing the bituminous pavement in between the two tracks and on both sides of the approaches, however, because of the raising of the east track it will be necessary to regrade this approach a distance of 30 feet to provide a smooth transition.
