CASE <br /> <br /> PUBLIC HEARING <br />REQUEST FOR AN INTERIM USE PERMIT TO OPERATE A GRAPHICS <br />EQUIPMENT AND SUPPLIES BUSINESS IN A DETACHED ACCESSORY BUILDING; <br />CASE OF PAUL & CATHERINE SILLS <br /> By: Chris Anderson, Zoning & Recycling Coordinator <br /> <br />Background: <br /> <br />The City has received an application from Paul & Catherine Sills, who reside at 8751 162nd Lane <br />N W, requesting an Interim Use Permit to operate a ~aphics equipment and supplies business in a <br />detached accessory building on their residential property. <br /> <br />The t'ollowing items are enclosed for your information: <br /> <br />a) <br />b) <br />¢) <br />d) <br />e) <br /> <br />Site location map <br />Site layout <br />S itc picture <br />Letter from applicant ' '"' <br />Proposed findings of fact <br />Proposed Interim Use Permit <br />Proposed resolution to deny Interim Use Permit <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff notified property owners within 350 feet of the subject <br />property of the public hearing. <br /> <br />Observations: <br /> <br />Mr. and b/Irs. Sills currently operate a graphics equipment and supplies business in a detached <br />accessory/ building on their residential property. They do employ one non-resident, part time <br />administrative employee to assist with their business. The Sills' parcel is-roughly 1.5 acres in <br />size and therefore, they are not eligible to apply for an Accessory Structure Home Occupation <br />Pm~nit (requires a minimum of three [3] acres). In light of this, they have applied for an Interim <br />Use Permit to allow their business operation to continue. <br /> <br />The Sills' business is conducted almost entirely by computer, phone, and deliveries. Roughly <br />90% o[~ all orders are shipped from the Sills' suppliers directly to their customers' locations. The <br />remaining 10% of the orders are delivered to and shipped from their residential properties by <br />ground services such as UPS, FedEx, or SpeeDee. Customers rarely visit their location, but <br />whe~ they do, it is by appointment only. .. <br /> <br />While the application is for an Interim Use permit, the standards for an Accessory Structure <br />Ilo)mc Occupation Permit are being used to evaluate this request. Vehicular traffic trips, as <br />outlined in the home occupation ordinance, are not to exceed 2 trips per hour per standard- <br />business day or 16 trips within a 24 hour period.
