Associate Planner Geisler stated that there are wetlands on the proposed plat that will need to be <br />delineated and encumbered with drainage and utility easements on the preliminary and final <br />plats. She indicated the grading and drainage plan will have to be reviewed and approved by the <br />[,owcr Rum River Water Management Organization. She further advised the proposed lots will <br />be served by a common septic system, constructed to hook up to municipal sewer and water <br />when and if they become available to the property. She stated the septic system is proposed to be <br />shared with the Rum River Prairie development to the south, and more details on the septic <br />systeln will be required during preliminary plat review. <br /> <br />Associate Planner Geisler indicated the sketch plan would gain access from an extension of 171st <br />Avenue at Tiger Street. She stated 171st Avenue is proposed to connect to Wolverine Street <br />which would connect to the Rum River Prairie development to the south.. She noted an outlot is <br />shown at Wolverine Street for a future connection to the north. She stated a Tree Preservation <br />Plan will be required at the time of prelimiriary plat review and approval.' :'She indicated the <br />proposed plat will be reviewed for park dedication requirements by the Park Commission at a <br />l'uture meeting. She added a trail will be required to be constructed on the east side of Armstrong <br />Boulevard per the City's Park and Trail Plan. <br /> <br />Associate Planner Geisler indicated the Planning Commission is being asked to provide the <br />developer with feedback and direction related to the prop'o'sed sketth plan. <br /> <br />Vice Chairperson Johnson asked if Staff has any feelings on the use of a shared common septic <br />system. <br /> <br />Associate Planner Geisler noted that in some ways that is a better situation because there is less <br />infrastructure to be constructed. She stated they have few details about the system now, and will <br />have more at preliminary plat, but at this point Staff does not see any problems. <br /> <br />Citizen Input <br /> <br />John Osborne, 17120 Tiger Street NW, stated the concept is ti> preserve what they have and <br />make the best neighborhood they can. He indicated the development meets all City standards, <br />and the streets will be constructed to City standard as well. <br /> <br />Vice Chairperson Jolmson indicated he assumes the parcels will be platted with Mr. Osborne's <br />home as one lot and five new lots. <br /> <br />Mr. Osborne confirmed that was correct. <br /> <br />Steve Sletner, engineer for both this project and Rum River Prairie, indicated that under Subd. 6 <br />of the new Cluster Development Ordinance, future streets, easements and open area should be <br />outlots, but will not be one big outlot.
