transit oriented area planning to the table. D JR has a number of very respectable projects,
including Twinsville for the area around the Minneapolis Northstar Rail Station location where
the new Twins Stadium will be built. Ankeny Kell has partnered with SRF, Inc. to bring area
planning expertise with their proposal.

City Administrator Norman advised staff chose to recommend D JR because of their strength in
developing a center that would create new membership recruitment and membership retention
that is a sustainable project for the long term. Staff also recommends D JR because of their
familiarity working with partnership programs because the Ramsey project will include the
possibility of partnering up with a fitness center facility and the possibility of a hotel for the
swimming pool or water park feature.

Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to authorize staff to
negotiate an architectural services con'tract with D JR Architects, Inc. for the Ramsey Town
Center Community Center/Fitness Facility.

Further discussion: Councilmember Olson clarified this is not necessarily the architect that
would be chosen .to design the community/fitness center. City Administrator Norman replied
that is correct, this contract would relate more to the space needs and how this center would fit in
with the core of the Town Center. Mayor Pro Tem'Elvig no.ted this will enable the City to
determine their programming needs to respond to private sources that approach them regarding
this £acility.

Motion carried.
