Community Development Director Trudgeon explained a 40-acre parcel that is not being <br />subdivided would fall into the 40-acre category. A parcel that still has a 1 O-acre piece would use <br />that larger lot to determine the categorization. <br /> <br />Councihnember Cook stated he likes the permit being required for smaller buildings. There are <br />new ordinances that will be coming forward in relation to wetland buffering and greenspace <br />protection that the citizens may not understand or be involved with. This will allow the City to <br />look at the lot and make sure structures are put in the fight place. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Cook, to introduce an <br />ordinance amending Section 9.11.02 (Accessory Structures), and to introduce an ordinance <br />amending Section 9.20.11 (R-1 Residential District), and to introduce an ordinance amending <br />Section 8.21 (Swimming Pool and Spa Permit). <br /> <br />Motion carded. Voting Yes: Mayor Pro Tem Elvig, Councilmembers Pearson, Cook, Jeffi'ey, <br />Olson, and Strommen. Voting No: None. Absent: Maygr Gamec. <br /> <br />Case #16: Request for Final Plat Review for Ramsey Town Center 5th Addition; Case of <br /> City of Ramsey and Ramsey Town Center LLC <br /> <br />Community Development Director Trudgeon explained the Cit~ of Ramsey and Ramsey Town <br />Center LLC are proposing to resubdivide existing outlots of the Ramsey Town Center Addition <br />in order to 'facilitate the construction of the Ramsey Municipal Center and a parking ramp. The <br />plat will create two lots, two outlots and the right-of-way of Sapphire Street out of existing <br />outlots. Lot 1, which will contain the Ramsey Municipal Center and the parking ramp will be <br />5.323 acres in size. Lot 2, which will be developed as liner retail along Sunwood Drive, will be <br />0.364 acres. Outlot A, which is the possible location of a movie theater, is 2.203 acres in size. <br />Outlot B, the potential site for a community/fitness center is approximately 4 acres. He <br />explained the First Amendment to the Master Development Agreement identified the area <br />contained in Outlots A and B as the "option properties" that the City can acquire to assist in the <br />future development of the properties. This plat creates them as outlots to facilitate a future real <br />estate transaction. <br /> <br />Community Development Director Trudgeon explained Sapphire Street is being dedicated at a <br />60-fi>ot public right-of-way. Sapphire Street will connect Sunwood Drive to Civic Center Drive <br />and is an important connection to the main entrance to the parking ramp. Sapphire Street will be <br />constructed as part of the Ramsey Municipal Center construction. He advised staff'has reviewed <br />the layout of the lots and finds that they are in accordance with the approved site plans of the <br />Ramsey Municipal Center and the parking ramp. The City Council reviewed and approved the <br />preliminary plat on April 26, 2005. Staff recommends approval of the final plat of Ramsey <br />Town Center 3rd Addition subject to compliance with City Staff Review Letter dated May 20, <br />2005. <br /> <br />Mayor Pro Tern Elvig asked if the City is still open on negotiations on some of these properties. <br /> <br />City Council/May 24, 2005 <br />Page 19 of 26 <br /> <br />P49 <br /> <br /> <br />
