3) Authorization to Recruit Firefighters <br /> <br />Councilmember Cook explained that approximately once annually the City conducts a <br />recruitment process to hire additional firefighters. In Ramsey, 40 firefighters are considered a <br />full complement. A recruitment process is initiated only when there are several vacancies vcithin <br />the department. Currently there are five firefighter vacancies. Staff has begun the recruitment <br />process for additional firefighters by holding two informational sessions for individuals <br />interested in joining the Fire Department. He explained the recommendation of staff and the <br />Personnel Committee is to authorize staff to begin the recruitment process for additional <br />firefighters when the Fire Chief determines there are enough vacancies to warrant a recruitment <br />process. A resolution will be presented to the City Council prior to any firefighters being hired. <br /> <br />Assistant City Administrator Nelson explained this is an update to the Council on how staff <br />works through this process. <br /> <br />Public WOrks Director Kapler stated a big advantage of this process is that the initial training can <br />be done in-house. <br /> <br />Motion by Mayor Pro Tern Elvig, seconded by Counci!member Cook, to ratify the <br />recormnendation of the Personnel Committee for Case' Nos. 1 tkough 3 by adopting Resolution <br />#05-05-153 to authorize the hire of Frankie Jo McNallan for the position of part-time Fire <br />Secretary at a starting wage of $15.60 per hour, plus benefits, Resolution #05-05-154 to <br />authorize the hire of Angelica Hoeffner for the Accountant I position at a starting wage orS18.46 <br />per hour, plus benefits, and Resolution #05-05-154 to authorize staff to begin the recruitment <br />process for additional firefighters when the Fire Chief determines that there are enough vacancies <br />to warrant a recruitment process. A resolution wilt be presented to the Council prior to any <br />firefighters being hired. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tern Elvig, Councilmembers Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. Absent: Mayor Gamec. <br /> <br />4) Authorize Appointment to Environmental Policy Board <br /> <br />Councilmember Cook explained in March 2005 the City conducted a recruitment process for the <br />newly formed Environmental Policy Board (EPB). Staff received ten applications and all ten <br />applicants were interviewed on April 19, 2005. The City Council adopted a resolution April 26, <br />2005 appointing selected candidates to specific terms. Mr. Steve Friese was appointed to serve a <br />two-year partial term that would expire December 31, 2006. Mr. Friese has resigned from the <br />EPB. The recommendation of the Committee was to appoint the candidate next in ranking. He <br />explained he does not have the paperwork with this individual's name. <br /> <br />Assistant City Administrator Nelson suggested the Council table this case.
