of the substantial savings to the City by participating in the work at this time as opposed to <br />petitioning the railroad for the work at some point in the future, staff is recommending that the <br />City participate in the replacement of the railroad crossing at Alpine Drive with funding in the <br />amount of $34,000 to be taken from the Public Improvement Revolving Fund. <br /> <br />Mayor Gamec inquired about the possibility of work being done on the signals with this project. <br />He explained the signals have been staying down after the train goes by. <br /> <br />City Engineer Jankowski replied there is a phone number for the Street Superintendent to. call <br />regarding this issue, and he will inform him of the situation tomorrow. <br /> <br />Councilmember Elvig suggested a no-whistle zone be considered in this location. He noted this <br />is being done in the Town Center area. <br /> <br />City Engineer Jankowski.indicated the city of Coon Rapids has been working on three no-whistle <br />crossings for quite a few years, and he could obtain more information regarding this for a Public <br />Works Committee meeting. He. explained he did not have time to take this project to Public <br />Works and then to the City Coundil, which is why he brought it directly to the Council. He <br />indicated this project is unbudgeted, but it does seem to be a good opportunity to take care of a <br />problem crossing. In addition, there is 'the elevation, .difference of four inches between the <br />westerly track and the easterly track. He talked to a representat~.ve of TKV, who indicated they <br />would raise the lower track so they are both even. Staff is requesting that additional funds be <br />included to provide for the transition, although some of that may be included in what the road <br />master will do. Staff is requesting an additional $2,000 in addition to the $32,000 to make that <br />transition. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to authorize the City to <br />enter into an agreement with the BNSF Railway Company for the replacement of the Alpine <br />Drive railroad crossing with a concrete panel crossing at a cost of $32,000 with an additional <br />$2,000 to be authorized for the crossing transition, if necessary to be allocated from the Public <br />Improvement Revolving Fund. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councitmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #16: <br /> <br />Consider Authorization of Improvement Project 05-27 Welcomes Road <br />Street Grading and Paving Improvements <br /> <br />City Engineer Jankowski reviewed that the City received a petition for various street and utility <br />improvements on December 10, 2004. The feasibility study outlining the project details, costs, <br />and financing was provided to each property owner and a public hearing was held on March 8,. <br />2005. The 60-day waiting per/od for projects of this nature has now passed and the Council may <br />now act to order the preparation of plans and specifications for the work outlined in the <br />feasibility study. He advised a meeting was held with the residents, who expressed concern over <br />drainage and possible impacts to tree lines along 164th Lane.
