CASE # <br /> <br />Background: <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO <br />GRADE AND EXPORT SOILS; CASE OF ERIC THOMSEN <br />By: City Engineer Steve Jankowski <br /> And Asst. Comm. Dev. Dir. Sylvia Frolik <br /> <br />The City has received an application from Eric Thomsen to renew a Conditional Use Permit to <br />grade and export soils from an area generally located west of T.H. #47 and south of County Road <br />#63, at about Vanadium Street N.W. The subject property consists of 63 acres, 9 of which would <br />be utilized for the proposed grading activity. <br /> <br />The City Council issued a Conditional uSe permit for grading and mining-activities to Eric <br />Thomsen in 2000. That permit expired in 2002. The City Council renewed the Conditional Use <br />Permit in 2002 and that permit expired June 25, 2005J <br /> <br />Mr. Thomsen and his contractor, Eagle Trucking, estimatb"that it ~ill take approximately 90 days to <br />complete the grading and mining plan approved in 2000. Therefore, Mr. Thomsen is applying for a <br />90 day renewal of the grading and mining Conditional Use Permit. <br /> <br />The [bllowing items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Grading Plan last revised April 22, 2002 <br />Proposed Findings of Fact <br />Proposed Conditional Use Permit <br /> <br />Notification: <br /> <br />Conditional Use Permits are required to be subjected to public hearings with all properties, within <br />350 feet being notified of the public hearing. The Anoka County Highway Department was also <br />notified of the conditional use permit application. <br /> <br />Observations: <br /> <br />The City Engineering Department inspected the site on July 1, 2005. It is estimated that there are <br />approximately 10,000 yards of earth material in various stockpiles. The perimeter of the <br />excavation needs to be reshaped to a 4:1 slope. Approximately 1/3 of the excavated area has <br />been established with turf. The grading operations re in general compliance with the overall <br />excavation plan, but is not in total compliance with the phasing'plan. <br /> <br />23 <br /> <br /> <br />
