Councilmember Musgrove introduced the following resolution and moved for its adoption: RESOLUTION #21-049 RESOLUTION APPROVING HIRING CONTRACTORS TO ABATE VEHICLES AND nd PUBLIC NUISANCE ITEMS FROM 5420 142 AVE NW WHEREAS, the property owner Anna Vlasyuk (the “Property Owner”) has an open nd code enforcement case on the property generally known as 5420 142 Avenue NW and legally described as follows: FLINTWOOD HILLS LOT 8 BLK 3 FLINTWOOD HILLS (SUBJ TO EASE AS SHOWN ON PLAT), Anoka County, Minnesota (the “Subject Property”); and WHEREAS, the Subject Property is zoned R-1 Residential (MUSA); and WHEREAS, the Subject Property is approximately 1.01 acres in size; and WHEREAS, there are documented City Code violations dating back to 2003, with notices of violation regarding off-street parking; and WHEREAS, the City has most recently opened a case on the Subject Property for violations related to off-street parking and refuse; and WHEREAS, the City sent a formal letter on December 1, 2020 for off-street parking and refuse violations; and WHEREAS, the City sent a formal first notice of violation on December 18, 2020 for off- street parking and refuse violations; and WHEREAS, the City of Ramsey City Code would allow the Subject Property to have six (6) total vehicles of outdoor storage, including one (1) unlicensed or inoperable vehicle on a proper parking surface; and WHEREAS, Staff estimates the Subject Property has approximately 10 personal vehicles on the driveway; and WHEREAS, the Nuisance Regulations in the City Code prohibit the outdoor storage of junk, debris, items that are not being put to their intended use, construction debris, and other stockpiles of materials; and WHEREAS, the Subject Property has outdoor storage of tires, boxes, and other miscellaneous junk and unused items; and
