<br />Councilmember Musgrove introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #21-061 <br /> <br />RESOLUTION ORDERING PLANS AND SPECIFICATIONS FOR IMPROVEMENT <br />PROJECT #21-08, WATER TREATMENT PLANT TRUNK WATERMAIN <br />IMPROVEMENTS <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council Resolution #19-248 adopted October 8, <br />2019, five (5) proposals were accepted and a professional services contract was awarded to SEH, <br />Inc. for the purpose of analyzing the City’s municipal water supply system source water, <br />developing a water system model, and preparing a preliminary design report for a centralized <br />water treatment plant to ensure that the City’s municipal water supply system will continue to <br />provide adequate quantities of safe drinking water into the foreseeable future; and <br /> <br /> WHEREAS, <br />SEH, Inc. has completed the tasks required by the contract such that all <br />required off-site trunk watermain improvements needed to serve the proposed water treatment <br />plant have been identified well enough to complete preliminary and final design efforts; and <br /> <br /> WHEREAS, <br />to ensure that the required off-site trunk watermain improvements can be <br />constructed as cost-effectively as possible the City must complete construction of the trunk <br />watermain improvements along Bunker Lake Boulevard before Anoka County begins <br />construction of their proposed Bunker Lake Boulevard interim improvements project on or after <br />September 7, 2021; and <br /> <br /> WHEREAS, <br />at the request of City Staff, SEH, Inc. submitted a proposal for design and <br />construction services to allow the necessary trunk watermain improvements to be designed, bid, <br />and constructed in 2021; and <br /> <br /> WHEREAS, <br />funds required to pay for the trunk watermain improvements have been <br />collected from municipal water supply users and are available to fund the improvements in 2021; <br />and <br /> <br /> WHEREAS, <br />City Staff recommends accepting the professional services proposal from <br />SEH, Inc. based on the value the City will receive by completing construction of the trunk <br />watermain improvements along Bunker Lake Boulevard before Anoka County begins <br />construction of their proposed Bunker Lake Boulevard interim improvements project. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) The Mayor and City Administrator are hereby authorized and directed to enter into a <br />contract with SEH for said professional services for and on behalf of the City of Ramsey. <br /> <br /> <br /> <br /> <br />
