CC Regular Session <br />Meeting Date: 03/23/2021 <br />Submitted For: Chloe McGuire Brigl, Community Development <br />By: Brian McCann, Community Development <br />Information <br />5. 10. <br />Title: <br />Adopt Resolution #21-054 Approving an Interim Use Permit for an Accessory Structure for the Church of St. <br />Katharine Drexel <br />Purpose/Background: <br />The request comes from Chairperson Randy Bauer of the Ramsey Planning Commission, who is also a <br />representative of the Church of St. Katharine Drexel. They are requesting approval of an Interim Use Permit for a <br />30' x 40' storage building on the property located west of Central Park, north of 161 st Ave NW, and east of <br />Variolite St, PID: 16-32-25-24-0002 (the "Subject Property"). The storage building would be used for cold storage <br />of church items until the church is able to build their own building on the site. <br />Notification: <br />The Planning Commission met on March 4, 2021 and held a formal public hearing for the project. The City <br />attempted to notify Property Owners, as reflected in the Anoka County Property Records, within 350 feet of the <br />Subject Property of the request and public hearing. No additional notification was provided for this meeting. <br />Observations/Alternatives: <br />Summary <br />The Church of St. Katharine Drexel (the "Church"), and representative, Randy Bauer (the "Applicant") have <br />applied to the City for an Interim Use Permit for an accessory structure on the property. A site plan was submitted <br />by the Applicant, and they are seeking a recommendation to approve the temporary use of the structure until a <br />permanent space is constructed. The Applicant has noted they would like to utilize the building for years (5) years <br />for storage, while they raise funds for a permanent space, but require additional time until they are able to construct <br />the permanent space. <br />Site Information <br />The Subject Property is approximately 33.18 acres, and zoned R-1 Residential District (MUSA). The proposed <br />location of the structure is near the center of the parcel, outlined on the attached site plan. There are large layers of <br />vegetative screening to the west and south of the proposed structure, reducing vision from 161 st Ave and Variolite <br />St <br />Planning Commission - March 4, 2021 <br />The Planning Commission voted 3-0 recommending approval to the Ramsey City Council for Resolution #21-054 <br />for an Interim Use Permit for an Accessory Structure on the Subject Property. Please note that two members of the <br />Planning Commission abstained from discussion/vote as they are members of St. Katharine Drexel. <br />Funding Source: <br />All costs associated with this request are the responsibility of the Applicant. <br />Recommendation: <br />The Planning Commission recommends adopting Resolution #21-054 for an Interim Use Permit for a storage <br />building on the Subject Property. <br />
